Responsibilities & Context

Implementation of the shelter construction project in target locations-60%

  • Oversee all technical aspects of shelter construction in designated project areas under guidance of Project Manager and Technical Coordinator.
  • Identify suitable sites for shelter construction based on community need, feasibility, and proposal guidelines.
  • Design shelters based on local context and hazard profile, ensuring compliance with humanitarian shelter standards.
  • Conducting feasibility studies, designing schemes, estimating costs, and facilitating contract processes including preparing Bills of Quantities (BOQ).
  • Ensuring compliance with relevant authorities and stakeholders, maintaining quality throughout implementation, monitoring progress, and managing project expenditures.
  • Ensure materials are procured, delivered, and stored in line with project timelines and quality standards.
  • Promote inclusive shelter designs that consider persons with disabilities, elderly, and women-headed households.
  • Assist in preparing site development plans, disaster-resilient shelter features, and ensure DRR components are integrated.
  • Ensure compliance with local authorities and secure construction permissions as required.
  • Facilitate community mobilization around shelter design and maintenance.
  • Support the shelter-related components in Cash-for-Work or in-kind construction support.
  • Conduct environmental and social impact checks and ensure shelters are climate-resilient.
  • Engaging in community mobilization within organizational guidelines and adhering to project timelines, budgets, and quality standards.
  • Supporting the implementation of Complaints & Feedback Mechanisms, Child Protection, Safeguarding, and Gender Sensitivity measures related to project activities.
  • Responsible for managing billing pro cesses, conducting technical and environmental surveys, and preparing various IEC materials related to construction work.
  • Estimating structural interventions and preparing specifications based on the local context and conducting technical and environmental surveys and community consultations to ensure the appropriateness of project activities.
  • Preparation of bill & check the bills vouchers of shelter and small scale DRR activities
  • Develop KOBO questionnaires, conduct data screening, and prepare the final list
  • Developing site selection criteria and facilitating hygiene promotion, caretaker training, and awareness sessions for communities at the grassroots level as required by the project.

Ensure effective monitoring of shelter construction interventions-10%

  • Monitor construction progress and track the progress of work, ensuring the quality of project activities, and promptly informing line management.
  • Conduct post measurement and prepare report for proceed final bills.
  • Ensure the quality of materials used.
  • Monitor work progress, ensure project activities’ quality and materials, and report to the project focal point or supervisor.
  • Oversee construction activities at the community level.
  • Develop and execute business plans at the community level according to the proposal and organizational guidelines.
  • Supervise and monitor each stage of activities, ensuring adherence to standards, instructions from line managers, and Islamic Relief Bangladesh procedures.
  • Conduct safety checks and ensure shelter meets structural integrity and local disaster risk standards.
  • Monitor work progress, ensure project activities’ quality, and report to the Project Manager.

Capacity building initiatives-10%

  • Conduct training sessions for masons, carpenters, and shelter construction workers on improved construction practices.
  • Provide follow-up training sessions, hands-on training at the household level, and organize refresher trainings on hazard-resistant construction techniques.
  • Train households and caretakers on shelter maintenance.
  • Support awareness sessions on shelter safety and basic repair.
  • Support capacity-building initiatives within the community regarding protection issues.
  • Conduct household-level hand-holding support during construction stages.

Do effective and appropriate networking, and coordination with different stakeholder-10%

  • Coordinate with local authorities (e.g., Union Parishad, Upazila authorities) for approvals and support.
  • Assist in organizing inception meetings at various levels.
  • Gather or create media and communication materials (such as photographs, case studies) to enhance project visibility.
  • Participate in shelter cluster and coordination meetings as assigned.
  • Liaise with partner organizations for technical support or resource sharing.
  • Facilitate community committees (e.g., PIC) to oversee construction at community level.
  • Assist in the phase-out meeting and lesson-learned workshop for further organizational development.
  • Coordinate and network with stakeholders for project implementation.
  • Ensure necessary NOCs are collected prior to construction initiation.

Project reporting and documentation-5%

  • Maintain shelter construction logs, material usage records, and site visit reports.
  • Assist the supervisor in preparing monthly, quarterly, interim, and final narrative reports in accordance with the proposal and project requirements.
  • Support the supervisor in compiling monthly progress reports.
  • Organize and maintain all project-related documents as directed by the supervisor, ensuring timely approval and organization.
  • Archive all shelter-related designs, BOQs, permits, and approvals (both hard copy and electronic copy) following IR guidelines.
  • Support supervisor in preparing donor-compliant construction documentation.

Other Requirements-5%

  • Participate & involve with seasonal programs (Ramadan, Qurbani, Winterization etc.) activities.
  • Ensure that local purchase and expenditure are done as per Islamic Relief Bangladesh policy.
  • Willing and able to travel frequently for extended periods and to remote areas of the projects.
  • Perform any other duties assigned by Supervisor
