Job Context
• Eco-Social Development Organization (ESDO) started its journey in 1988 with a noble vision to stand in solidarity with the poor and marginalized. Being a peoples` centered organization, ESDO envisioned for a society which will be free from inequality and injustice, a society where no child will cry from hunger and no life will be ruined by poverty. Near about three decades of relentless efforts to make this happen, ESDO has embraced new grounds and opened up new horizons to help the disadvantaged and vulnerable people to bring meaningful and lasting changes in their lives. During this long span, ESDO has adapted with the changing situation and provided the most time-bound services especially for the poor and disadvantaged. A community focused and people centered approach has been adapted by ESDO while consideration was given to the national policy and Sustainable Development Goals (SDGs) as its guiding principle. ESDO is one of the most dynamic organizations expanding its development interventions across 422 upazilas under 56 districts of Bangladesh covering over 10 million poor and vulnerable people.
• The Community Mobilizer (CM) will play a crucial role in assisting individuals seeking employment to achieve their career goals under the ACCESS – Advancing Career Connections, Employment, and Skills for Success_GG12 project. S/he will be the frontline representative of the ACCESS Project at the community level. S/he will identify, motivate, and enroll NEET (Not in Education, Employment, or Training) youth, with a focus on women, marginalized groups, and disadvantaged populations, into appropriate employment pathways. The role involves extensive community engagement, awareness-raising, and close collaboration with training institutions, local leaders, parents, and youth networks to ensure participation and retention in skills development programs. S/He will collaborate with various stakeholders, such as business associations, community organizations, and local business groups, to identified best practices of the employability skills. S/he will distribute time 80% in field work and 20% in desk work and report directly to the project coordinator. Monitoring and Evaluation (M&E) will be responsible for overseeing and ensuring the effective monitoring and evaluation of Advancing Career Connections, Employment, and Skills for Success (ACCESS). This role involves developing and implementing monitoring frameworks, conducting data collection and analysis, and providing regular reports on project progress and impact. The Monitoring Officer will collaborate with various teams to ensure compliance with monitoring guidelines, identify areas for improvement, and contribute to evidence-based decision-making. The ideal candidate will have a strong analytical mindset, excellent communication skills, and the ability to work effectively in a fast-paced environment. The Monitoring Officer plays a crucial role in ensuring the effectiveness and impact of programs and projects. By monitoring progress, analyzing data, and providing valuable insights, the Monitoring Officer contributes to evidence-based decision-making and helps drive positive change within the organization.

Job Responsibilities
Community Outreach & Mobilization:
• Conduct household visits, community meetings, and youth group discussions to identify NEET youth.
• Raise awareness of project objectives, available TVET training options (CBT, RPL, apprenticeships, dual training, digital learning, entrepreneurship), and benefits for participants.
• Mobilize parents, guardians, and community leaders to support youth participation.
• Facilitate inclusive recruitment, ensuring participation of women, persons with disabilities, and vulnerable groups.
Beneficiary Identification & Enrollment:
• Map NEET youth in project locations through surveys, focus groups, and outreach campaigns.
• Register eligible participants and maintain accurate beneficiary databases.
• Support screening, counseling, and orientation of trainees before placement in TVET programs.
• Ensure equitable access to training opportunities across different socio-economic groups.
Retention & Support:
• Monitor attendance, motivation, and challenges faced by trainees during training.
• Provide psychosocial support, motivation, and mentoring to reduce drop-out rates.
• Refer trainees to life skills trainers, employment officers, or business development officers for further support.
Stakeholder Engagement & Networking:
• Build strong relationships with local government representatives, community leaders, and youth clubs.
• Liaise with training institutions, employers, and project staff to align community needs with available training.
• Organize community awareness events, orientation sessions, and success story sharing in collaboration with Youth Advisory Council (YAC)
Monitoring, Reporting & Learning:
• Collect field-level data on identified NEET youth, mobilization activities, and enrollment outcomes.
• Submit regular reports on mobilization progress, challenges, and success stories.
• Contribute to lessons learned and innovative community engagement approaches.
Organization Development & Others:
• Any other duties that may be assigned by organization management.
• Provide support to the core activities of the organization as per the needs and requirements of the organization.
