Proven technical experience working within the Rohingya Refugee Response in Cox’s Bazar.
Demonstrated experience leading or co-leading inter-agency technical working groups, Communities of Practice (CoPs), or consortium technical units.
Technical Expertise
Demonstrated practical experience applying an intersectional GEDSI approach in humanitarian programming, including disability inclusion and the meaningful participation of affected populations. This must go beyond conceptual knowledge and be evidenced by prior assignments. Working understanding of Gender Equality, Social Inclusion, Intersectional Analysis and gender-diverse population (GDP) and SOGIESC inclusion in emergency settings.
Strong knowledge of international standards (IASC Gender Guidelines, Inter-Agency GBV Minimum Standards, CHS).Demonstrated ability to design training curricula, SOPs, and technical guidance for diverse organizational teams.
Interpersonal & Language Skills
Excellent oral and written communication skills in English and Bengali. Knowledge of Chittagonian or Rohingya dialect is a strong advantage.
Exceptional facilitation, active listening, and diplomacy skills to navigate multi-partner consortium dynamics.
Responsibilities & Context
Nari Maitree (NM), a well-established women-led NGO with 43 years of experience in Bangladesh, dedicated to empowering women, children, and marginalized communities through human rights, gender equality, disaster resilience, and health initiatives. As a key consortium partner of IRC in the DFAT-funded program “Protection-Centred and Locally Driven Response for Rohingya Refugees in Cox’s Bazar,” Nari Maitree leads on Gender Equality and Gender-Diverse Inclusion within the Consortium’s GEDSI (Gender Equality, Diversity, Disability and Social Inclusion) and Intersectionality Community of Practice, which it co-leads with the Centre for Disability in Development (CDD), the lead on Disability Inclusion. Nari Maitree also delivers GBV prevention and response activities, within the technical coherence of the Protection Community of Practice led by IRC.

Position Summary
Nari Maitree is seeking an experienced, highly qualified Gender Expert to provide strategic and technical leadership to ensure that gender equality, diversity, and social inclusion are systematically integrated into technical design, harmonization, and quality assurance initiatives across the seven Consortium organisations (IRC and the six Bangladeshi partners: Nari Maitree, BTS, CDD, FIVDB, CNRS and NGO Forum for Public Health). The Gender Expert will co-lead the consortium’s GEDSI and Intersectionality Community of Practice (CoP), leading technical approaches on gender equality and gender-diverse inclusion, and contributing gender and GBV technical expertise to the Protection CoP led by IRC. The position represents Nari Maitree in the Project Management Unit (PMU) as the Gender Advisor, ensuring gender-responsive and intersectional principles are embedded across all sector activities (Protection, Health, WASH, Education, Livelihoods). The post holder is Nari Maitree’s technical focal point for applying the IRC GEDI Marker at inception, annually and at project end, as set out in the Consortium GEDSI Strategy. GEDSI is applied as an intersectional mandate spanning gender, disability, age, diversity and other dimensions of exclusion, and is not limited to gender and SOGIESC. Within that mandate the Gender Expert leads on gender equality and gender-diverse inclusion and works jointly with CDD, which leads on disability inclusion, so that intersecting barriers are addressed across every Consortium sector.
Technical Leadership & Co-Chairing the GEDSI CoP
Co-Lead the GEDSI & Intersectionality CoP: Co-facilitate the quarterly Consortium CoP on GEDSI, leading specifically on Gender and Gender Diversity, jointly with CDD, which leads the CoP on Disability Inclusion. Develop and maintain the CoP Terms of Reference and agreed annual action plan, and escalate critical technical issues to the PMU.
Technical Guidance & Standards: Establish and harmonize technical standards, toolkits, and SOPs for gender mainstreaming and gender-diverse inclusion across the seven Consortium organisations, and contribute gender expertise to GBV technical standards developed through the Protection CoP led by IRC.
Intersectional Analysis: Lead regular gender and intersectionality assessments to identify unique barriers faced by women, girls, and gender-diverse individuals, including hijra, kothi, transgender people and individuals with diverse SOGIESC, in camp and host community settings. Use the findings to inform Consortium programme design, adaptation and risk mitigation, and report them to the PMU.
GEDSI-responsive program design and adaptation: Provide technical advice to consortium partners to integrate findings from gender, disability, diversity and intersectionality analysis into program design, implementation, adaptation and risk mitigation, including measures to address barriers to meaningful participation and equitable access to services.
Technical Inter-Agency Coordination: Represent Nari Maitree in the GiHA, Gender Diverse Population (GDP) Working Group under the Protection Sector, chaired by Bandhu Social Welfare Society, and collaborate with other specialised actors, women-led organisations and Organisations of Persons with Disabilities (OPDs) to validate findings, co-design activities and support advocacy.
Capacity Strengthening & Partner Support
Technical Mentorship: Provide ongoing technical advice, coaching, and capacity building to field-based implementing teams across all consortium partner organizations.
Training & Tool Adaptation: Design and facilitate specialized training modules on gender equality, Do No Harm principles, GBV risk mitigation, and GEDSI and SOGIESC sensitisation for all project staff and community volunteers across all Consortium partner organisations, as committed in the Consortium GEDSI Strategy.
Safe & Inclusive Programming: Assist consortium members in auditing field activities to ensure services (health, WASH, protection, education, livelihoods) are safe, accessible, and responsive to gender-specific needs. Develop result-oriented action plans and recommendations to address the accessibility, participation, safety and inclusion risks identified, and follow up on their implementation with partners.
Program Quality Assurance & Monitoring (MEL)
GEDSI Integration in MEL: Collaborate with the MEL CoP (IRC & NGO Forum) to ensure project indicators, monitoring tools, and baseline/endline evaluations capture sex, age, disability and diversity disaggregated data and qualitative gender outcomes, and that mixed methods are used to understand not only what is changing, but for whom and why. Support partners to use these findings to identify differential outcomes, levels of participation and unintended impacts across intersecting groups, and to adapt programming accordingly.
GEDI Marker Application: Serve as Nari Maitree’s technical focal point for the IRC GEDI Marker, the participatory tool for assessing Safe, Inclusive and Transformative (SIT) Programming against its eight indicators. Support the structured team exercise at inception to set a baseline, annually to assess progress, and at project end; translate scores into agreed improvement actions; and report results to the PMU and the CoP.
Field Monitoring: Conduct periodic field monitoring visits to camps and host communities to assess the quality and inclusivity of gender-responsive programming, providing actionable recommendations to the PMU.
Inclusive Client Responsiveness: Support Consortium partners to apply the IRC Inclusive Client Responsiveness Toolbox so that feedback channels are accessible to women, girls, young children, persons with disabilities and gender-diverse individuals, and support analysis of feedback disaggregated by sex and vulnerability, including closing the feedback loop with communities.
Learning & Documentation: Document best practices, lessons learned, and policy briefs regarding gender equality and gender-diverse inclusion to feed into consortium learning loops and DFAT reporting.
PMU Support & Stakeholder Engagement
Technical Inputs for Reporting: Provide high-quality technical inputs, gender analyses, and progress updates for consolidated donor reports submitted to IRC and DFAT.
Sector Representation: Represent Nari Maitree`s technical gender domain in relevant sub-sectors (GBV Sub-Sector, Protection Sector, Gender in Humanitarian Action Working Group) under the UN-led Refugee Coordination Platform (RCP).
Safeguarding Interface (advisory): Contribute gender and GBV risk analysis to safeguarding and PSEA risk assessments and mitigation planning. Overall safeguarding and PSEA oversight rests with IRC through the Safeguarding & PSEAH Specialist, the IRC Bangladesh Ethics and Compliance Senior Coordinator and the IRC HQ Ethics and Compliance Unit. Any safeguarding, PSEA or fraud concern must be referred immediately through IRC’s established safeguarding, PSEA and anti-fraud reporting channels, which apply to all Consortium personnel. This is the mandatory reporting duty that applies to every member of personnel. The post holder is not a designated complaints channel and does not receive, record, manage or investigate reports, and has no role in the community feedback and complaints mechanism beyond advising on its accessibility and inclusiveness.
