ESSENTIAL REQUIREMENTS
Experience: Minimum 10 years relevant experience in programme reporting, compliance, grants management, audit, monitoring or related work, including donor-funded projects.
Donor/Reporting Experience: Experience preparing, reviewing or consolidating donor reports and coordinating reporting inputs from multiple teams/partners.
Compliance & Control: Good understanding of donor compliance, financial and operational controls, partner agreements, audit requirements, risk management and compliance follow-up.
Reporting & Analysis: Strong report writing, data analysis, documentation and quality-assurance skills.
Digital Skills: Good MS Office skills, particularly Excel and Word, plus reporting trackers/dashboards.
Language: Fluency in English and Bangla.
Core Competencies: High integrity, attention to detail, confidentiality, sound judgement, coordination, follow-up and ability to manage multiple deadlines.
DESIRABLE REQUIREMENTS
Direct experience with DG ECHO or other institutional donors.
Previous INGO/humanitarian-sector experience.
Experience with ECHO-funded projects and consortium arrangements.
Experience monitoring implementing partners and reviewing monthly narrative and financial reports.
Experience supporting external audits and CFS.
Knowledge of MEAL, logframes, results-based management, indicator verification and data quality.
Knowledge of data protection, safeguarding, PSEA, AAP, gender and inclusion.
Understanding of anticipatory action, early warning systems and the forecast–trigger–finance–action approach.
Responsibilities & Context
The Reporting & Compliance Manager will play a pivotal role in ensuring accountability and transparency within the ECHO-funded PROTISTHAA project. Operating under the direct supervision of the Country Director, the position is responsible for consolidating, reviewing, and assuring the quality of reports and compliance documentation from Action Against Hunger and its implementing partners. The role exists to strengthen donor confidence, maintain audit readiness, and safeguard adherence to ECHO requirements, consortium agreements, and organizational procedures.
This position requires close coordination with programme, finance, MEAL, supply chain, HR, and partner teams to ensure timely, accurate, and evidence-based reporting. The manager will serve as the focal point for compliance monitoring, risk tracking, and corrective action follow-up, thereby supporting effective project delivery and institutional learning. The context demands high integrity, strong analytical skills, and the ability to manage multiple deadlines in a complex consortium environment, while upholding commitments to gender equality, safeguarding, inclusion, and accountability.
Objective 1: To ensure timely, accurate and high-quality project reporting in line with ECHO and consortium requirements
Coordinate the preparation, consolidation and quality review of monthly, periodic, interim, final and other required project reports and reporting inputs.
Ensure reporting follows the approved proposal, logical framework, indicators, implementation plan, budget and agreed consortium reporting schedule.
Consolidate programme progress, indicator achievements, beneficiary data, challenges, risks, lessons learned and corrective actions from ACF and implementing partners.
Review narrative reports for consistency between activities, outputs, outcomes, indicators, expenditure and supporting evidence before submission through the established reporting line.
Maintain a reporting calendar and alert the Project Manager and relevant managers of upcoming deadlines, missing information and potential delays.
Ensure reports are clear, evidence-based, analytical and suitable for management and donor review.
Objective 2: To establish and maintain an effective reporting and compliance system for the PROTISTHAA project:
Develop and maintain reporting templates, checklists, trackers and document-control systems aligned with ACF, consortium, partner agreement and ECHO requirements.
Maintain a consolidated reporting and compliance tracker covering programme, financial, procurement, partnership, MEAL and other relevant compliance actions.
Ensure project documentation is complete, traceable, properly filed and readily accessible for management review, audit, evaluation and donor verification.
Coordinate with Programme, Finance, MEAL, Supply Chain, HR and other support functions to ensure reporting information is complete and internally consistent.
Identify reporting and compliance gaps and recommend practical corrective measures to the Project Manager and relevant line managers.
Objective 3: To strengthen compliance monitoring and reporting of implementing partners
Coordinate the review of monthly narrative and financial reports submitted by implementing partners, particularly Uttaran and NSS, in accordance with agreed schedules and partnership agreements.
Review partner reports and supporting documentation for completeness, consistency, compliance with approved activities and budgets, and adherence to agreed procedures and ECHO standards.
Coordinate partner compliance monitoring visits and desk reviews together with Programme, Finance, MEAL, Supply Chain and Partnership/Grants functions as appropriate.
Track partner findings, agreed actions, responsible persons and deadlines, and ensure systematic follow-up until closure.
Support capacity strengthening of partners on donor compliance, reporting standards, documentation, budgeting, data quality and accountability, based on identified gaps.
Escalate material inconsistencies, suspected fraud, poor performance or significant compliance concerns through the appropriate ACF reporting and investigation channels.
Objective 4: To ensure strong evidence, data quality and consistency for project reporting
Coordinate with the Consortium MEAL Manager and relevant ACF/partner teams to ensure reported results are supported by reliable, verified and appropriately disaggregated data.
Cross-check reported achievements against the project logframe, indicators, activity trackers, monitoring findings, beneficiary records and other source documents.
Ensure reporting appropriately captures data disaggregated by sex, age and disability and reflects inclusion, gender, protection and accountability commitments where relevant.
Support the use of project dashboards, trackers and other information-management tools to facilitate timely management and donor reporting.
Ensure responsible handling of project and beneficiary information, including data minimisation, confidentiality, controlled access, informed consent and appropriate data protection measures.
Objective 5: To support compliance, risk management, audit and evaluation requirements
Work closely with the Country Finance Manager (Bangladesh & Nepal), Country HR Manager (Bangladesh & Nepal), Country Director (Bangladesh & Nepal), and Deputy Country Director (Bangladesh & Nepal) to address audit observations, strengthen risk management, and ensure compliance actions are implemented and documented effectively.
Maintain and regularly update the project risk and compliance action tracker in coordination with the Project Manager and relevant managers.
Follow up internal and external audit observations, compliance findings, management actions and recommendations, ensuring evidence of closure is maintained.
Support preparation for the mandatory Certificate on the Financial Statements (CFS), where applicable, and provide auditors with required project documentation and explanations through the appropriate functions.
Coordinate documentation and reporting support for the external project evaluation, including evidence related to relevance, efficiency, effectiveness, impact and sustainability.
Support periodic compliance checks covering financial procedures, procurement, asset management, partner documentation, programme records and other project controls.
Prepare concise compliance and risk updates for project management and consortium coordination meetings.
Objective 6: To facilitate coordination, knowledge management and continuous improvement of reporting and compliance
Coordinate with the Project Manager, Consortium Coordinator, MEAL Manager, Finance, Internal Audit and other relevant functions to resolve reporting and compliance issues.
Contribute to regular project and consortium coordination meetings by providing updates on reporting status, partner compliance, risks, audit actions and outstanding deliverables.
Support the documentation and dissemination of lessons learned, good practices, compliance improvements and evidence generated through the project.
Ensure reporting reflects the project`s forecast–trigger–finance–action approach and captures relevant progress on institutionalization of anticipatory action, early warning, preparedness, community readiness and crisis modifier activities.
Promote consistent reporting and compliance practices across ACF and implementing partners and contribute to organisational learning and capacity strengthening.
Objective 7: To proactively support ACF commitments to gender equality, child protection, safeguarding, inclusion and accountability
Read and ensure a full understanding of ACF`s Gender Minimum Standards, Child Protection Policy, safeguarding requirements, PSEA commitments and relevant accountability standards.
Ensure reporting and compliance reviews consider gender, age, disability, protection, safeguarding, accountability to affected people and inclusion requirements where relevant.
Ensure complaints, feedback and accountability-related information is appropriately documented and reported through established mechanisms while protecting confidentiality.
Support compliance with responsible data management principles, including protection of personal data and special consideration for information relating to children and other vulnerable groups.
Ensure project reporting and documentation do not expose personal identifying information unnecessarily and follow approved data protection procedures.
Help build an inclusive project environment where staff, partners, stakeholders and affected communities are treated with dignity and without discrimination.
