  • Proficiency with Google Suite, MS Office. Experience with Slack, Salesforce or other collaboration platforms.

JOB PURPOSE

BAMA is seeking qualified a Senior Officer, Grants and Compliance candidate for the Bangladesh America Maitree Project, awarded in October 2023 and expected to run for 5 years. The goal of the Maitree Project is to advance broad-based, inclusive, and more sustainable development through strong local partnerships that complement USAID/Bangladesh’s CDCS and development objectives. Under the Maitree Project, BRAC will establish a grant-making mechanism to provide funding to qualifying local recipients through a local, competitive process; increase the organizational capacity of recipient organizations to compete for grants and implement development interventions; and; build the capacity of local organizations to collaborate, build networks, and develop local solutions to development problems.

The Senior Officer, Grants and Compliance will provide dedicated support to regional partners in order to ensure full cycle of Maitree’s Sub-grantee management. This role is accountable for award compliance with BRAC’s accounting and grant management policies and with the USAID’s requirements. This role will help to ensure accurate, complete, and reliable information is maintained in Maitree’s award and financial systems. The Senior Officer will liaise with relevant stakeholders and identified compliance and challenges issues as well as escalating those points to the leadership as needed. This position reports to Maitree’s Senior Manager, Grants and Compliance.

KEY RESPONSIBILITIES

  • Work with relevant Maitree Project staff to support incoming award documentation and processing, sub-award documentation and processing, award amendments, award closeout, and donor reporting.
  • Work with Grants and Compliance team to conduct partners due diligence and way to enlistment sub-grantees.
  • Provide support to Maitree Project staff who conduct continual monitoring to ensure agreement and contractual obligations are being met; expense charges are allowable, allocable, and reasonable; and in accordance with applicable donor requirements, which may include, but are not limited to 2 CFR 200, Federal Acquisition Regulations (FAR) and the USAID Acquisition Regulation (AIDAR).
  • Conduct regular grants compliance visit to sub-grantee in accordance with grants monitoring check list and prepare report to management.
  • Participate in periodic grant review meetings with Maitree Project colleagues and support resolution of issues raised.
  • Provide on-site coaching for partnering NGOs/ Sub-Grantees and conduct quarterly review meeting with the Sub-Grantees.
  • Engagement with local level stakeholder in order to promote Maitree project to various network.
  • Support the MEL team with sub-award monitoring.

SAFEGUARDING RESPONSIBILITIES

Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme’s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.

Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
