Responsibilities & Context

  • Bangladesh is one of the most vulnerable countries in the world in terms of sea-level rising, increasing number of powerful cyclones, floods, water logging, salinity, drought, windstorm, soil erosion and more. Moreover, a 2018’s U.S. government report found that around 90 million Bangladeshis (56 percent of the population) live in “high climate exposure areas,” with 53 million subject to “very high” exposure. Among the most climate vulnerable countries in the world, Bangladesh is ranked 7th with 28.33 score (Climate Risk Index – CRI) for 2000-2019). Regarding climate vulnerability index, Bangladesh is ranked 164 among 182 countries with a score of 36.9 only. Therefore, a lower rank and score in this regard not only represents the country’s vulnerability against climate change, but also lack of readiness to improve resilience. At present 20.5% people are living below the poverty line and out of this 6.5% are extreme poor in rural area (HIES 2022, BBS). Apart from this, around 18.54% people are new poor (drop from above the poverty line) due to severely affected by COVID-19 management measures (e.g., lockdown, movement restriction), disruption of production and market, high inflation and price of food items and major currency devaluation. Recent increase of fuel price is around 50% that further increased the transportation and production cost which is leading to increase poverty and hunger, curtal of meal intake and inadequate quantity, variety, and quality of food among the people living below poverty line. Low-income groups and the people living below poverty line, uncared elderlies, marginal farmers, women headed households, ethnic minorities, orphan families, day laborer etc. are the worst victim of current and anticipated situation. This project targeted 2 sub-districts Companiganj and Phulbari respectively under Sylhet and Kurigram districts. Poverty of the targeted sub-districts’ are respectively 11.2% and 69%. Both sub-districts are exposed to frequent flooding almost every year and soil erosion is a recurrent phenomenon. As a result, targeted areas peoples’ extreme poverty, vulnerability, seasonal and force migration, food insecurity and hunger, malnutrition etc. are very high. Their access to basic health, education, employment, mobility to socio-economic activities etc. are also very low. In Companiganj, many extreme poor family’s livelihoods were mainly depending on collecting of stones from the riverbed that comes from the Meghalaya hill tracks. Recently Bangladesh governments has forbidden collection of stones from the river for environmental concerns. It has brought major impact in local employment and income what people were doing from many years and generation to generation. On the other hand, in the Phulabari area, seasonality in agriculture, limited economic mobility and recurrent flooding made people extremely vulnerable to food security and income. To address these issues, impacts and challenges, this project will work for building assets, skill and capacities, socio-economic protection and empowerment at households and community level; addressing structural issues at societal level and resilience building at local, regional, and national level through strengthening capacities on anticipatory actions and preparedness in DRR, learning and research findings sharing, formation of specific platforms involving Civil Society Organizations (CSOs) and government relevant officials. The project will initiate CSOs, stakeholders and relevant government departmental officials’ collective action for system change and adopting pro-poor and climate risk adaptation and resilience building related policies and resource allocation from the government for the affected and vulnerable areas where people are frequently facing different climate induced hazards. Implementation of the activities will adapt Locally Led Adaptation (LLA) and Nature based Solution (NbS) and approaches.

Ensure effective designing, planning & and monitoring of the project-30%

  • Develop different qualitative and quantitative methods, tools and strategies for monitoring, evaluation, and research of the projects under the Economic Empowerment and Governance Programme by taking technical support from Central MEAL department.
  • Prepare and review the M&E plan and ensure all compliance of the IRW MEAL framework for the project.
  • Support project lead in regular/periodical monitoring/RBM of the indicators of impact, outcomes, outputs, and activities of the project.
  • Organize monitoring field visit of the project regularly.
  • Develop an effective information & and data management process within the project
  • Conduct process and performance monitoring of the project activities.
  • Ensure compliance of IRB, IRW and donors’ policies, guideline and instructions.
  • Develop MIS/tools/modules/checklist on a regular basis to ensure effective project operation monitoring and management.
  • Develop Indicator Performance Tracking Table/IPTT and update regular basis to track project progress

Support Programme team in information sourcing & and project development -15%

  • Support in data analysis and reporting of different need assessments, baseline, end-line surveys, and post-distribution monitoring (PDM) within the project.
  • Collect primary & and secondary information through FGD, CCM, KII, and literature review and ensure SADDD is properly done.
  • Support the project team in sourcing information and data for project reporting.
  • Support in developing project concept notes, and proposals in a different context.
  • Carry out desk research, using a range of methods and sources of data, related to inequality and social innovation practices.
  • Conduct qualitative analysis of data conduction through interviews, focus groups, workshops or other methods.
  • Carry out quantitative data analysis of existing secondary data sets and primary quantitative data.
  • Conduct various research activities (which include Community feedback sessions and satisfaction surveys) and action research/field survey/assessment under Programme/IRB.

Ensure effective reporting & and data achieving according to the project need-30%

  • Support in preparing project documents, case studies, monitoring reports etc.
  • Support in preparing monthly, quarterly, interim, and final narrative reports as per proposal and project needs.
  • Assure compilation of results, learning, and uptake from all the activities.
  • Take the lead in data collection, processing, and analyzing data as per project need.
  • Support to compile relevant project data and prepare documents for creating an evidence base for adopting rights and entitlements of project rightsholders.
  • Assure compilation of results, learning, and uptake from all the activities.
  • Archive the project data and information (hard copy and electronic copy) as per IR guidelines.
  • Share different information and data as per project need.
  • Ensure key project information is kept up to date by measuring, gathering, monitoring, and storage/documentation of data including progress of activities against strategic and specific targets against project indicators.
  • Analyze the impact of the project and promote learning by documentation of best practices. Use this information to support decision-making processes.
  • Support to develop interim/narrative/final donor reporting of other projects under EEGP department.
  • Engage in project designing, developing project proposals and different Annexes under EEGP as per requirement.

Accountability and Learning-10%

  • Assist in handling Complaint Feedback Mechanism (CFM), maintain data based on complaints or cases as well as maintain project-based CFM log book.
  • Contribute to Core Humanitarian Standard and IHSAN Standards of Islamic Relief Bangladesh.
  • Maintain lesson learned log to accumulate learning of the project.
  • Assist in coordinating, organizing, facilitating, and documenting lesson-learning workshops.
  • Assist in organizing annual learning and sharing meetings.

Capacity-building initiatives for project participants, key stakeholders and project staffs-10%

  • Undertake capacity-development initiatives of staffs in data collection, stakeholder interview and activity monitoring process.
  • Support to prepare capacity development materials climate adaptive livelihood; provide technical support in conducting capacity building initiatives.
  • Orient key stakeholders on Complaints & Feedback Mechanism (CFM), Child Protection, Safeguarding & Gender Sensitivity issues in relation to project activities.
  • Support to organize training, workshop, fairs etc. in different sector for internal and external stakeholders.

Other- 5%

  • Participate & involve with seasonal programs (Ramadan, Qurbani, Winterization, etc.) activities.
  • Ensure that local purchases and expenditures are done as per Islamic Relief Bangladesh policy.
  • Maintain the stock book, inventory, and other essential registers properly and timely in an effective manner.
  • Support in the procurement of materials like requisition, follow-up, etc.
  • Take initiatives to ensure the security of project staff and participants during the intervention.
  • Willing and able to travel frequently for extended periods and to remote areas of the projects.
  • Ensure the safety of team members from any harm, abuse, neglect, harassment, exploitation, Fraud, Bribery & Money Laundering to achieve the program’s goals of safeguarding implementation and as well as Act as a key source of support, guidance, and expertise on the safeguarding of harm, abuse, neglect, harassment, and exploitation, Fraud, Bribery & Money Laundering for establishing a safe working environment
