Requirements

Education

Experience:

  • At least 2 years technical experience of working on the same thematic preferably in development and humanitarian context.

Others:

  • Working experience in other disaster-prone areas is preferable.
  • Working experience with HI or any disability focus organization will give the advantage
  • Proven analytical and planning skills.
  • Knowledge of disability and development issues in Bangladesh.
  • Have the capacity to maintain close relationships with partners, stakeholders, and clients.
  • Working experience in an inclusive DRR project will add extra value for the candidate.
  • Excellent communication skills in both verbal and written Bangla and English.
  • Ability to work under pressure and in a multicultural team environment.
  • Availability to travel to remote areas and spend time at the field level.
  • Computer knowledge (MS Office package- both in English and Bangla).
  • Strong teamwork approach.

Responsibilities & Context

Handicap International-Humanity & Inclusion (HI) has been working in Bangladesh since 1997, focusing on creating sustainable changes to ensure the rights and inclusion of people with disabilities in society.

Operational Thematic: Livelihood, Health and Rehabilitation, Protection, Inclusion, Education, and Atlas Logistics.

Number of staff: Around 342 national staff and 4 international staff.

HI, is looking for DRR Officer, reporting to the Project Manager, the DRR Officer contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in the country where s/he is based. The DRR Officer contributes to the implementation of his/her project, ensuring the optimal quality and impact of the project. S/he works closely with the program technical team.

Type of Contract: Fixed-term

Duration of the Contract: As early as possible to 31 December 2024.

Mission 1: Operational implementation

Responsibility 1: Contribute to project planning and implementation in line with the existing frameworks

  • Participate in baseline study along with HI team (Rehab, inclusion, MHPSS, accessibility & livelihood Officers) as per project methodologies and focus DRR issues, opportunities, and challenges of beneficiaries in the target areas;
  • Prepare inclusive disaster risk reduction training module and organize and facilitate sessions for the target group like PERU Team Members and Upazila Disaster Management Committee (UDMC) members etc.
  • Capacity building and support community volunteers/ caregivers in organizing regular sessions on awareness-raising and DRR activities for all.
  • Organize and conduct inclusive DRR awareness sessions for vulnerable population and their caregivers in Camps and host community
  • Support in conducting Vulnerability Capacity Analysis (VCA) and developing a contingency plan for the local community level
  • In collaboration with RO and Accessibility officer, identify reasonable accommodation needs at the HH and community level to improve DRR mitigation measures and take initiatives for adaptation
  • Support vulnerable populations to develop an individual and household-level preparedness plan
  • Follow up on services with the beneficiaries at home and provide support as per need and project interventions;

Responsibility 2: Contribute to project monitoring, evaluation, accountability, and learning

  • Monitor project activities, check quality implementation, and review beneficiary files to determine needs for inclusive DRR
  • Ensure respect for HI technical & institutional policies, methods, and approaches to ensure quality during project implementation, in linkage with the Technical Unit
  • Support to ensure indicators tracking related to the progress of beneficiaries towards disability inclusion.
  • Participate in monthly coordination meetings to ensure better coordination for smooth project implementation.

Responsibility 3: Ensure project data management

  • Ensure that the appropriate data collection and management tools are in place and are used correctly on the project, in line with global standards.
  • Contribute to the development and roll-out of monitoring tools, data collection, and report writing.
  • Conduct and maintain beneficiary files related to DRR assessments

Collect and compile project-related data in the relevant database.

Responsibility 4: Contribute to the coordination of project teams

  • Build a network with concerned stakeholders i.e., Union Parishad, Upazila Disaster Management Office led by Project Implementation Officer (PIO), Upazila social service department, District Relief and Rehabilitation Office/r (DRRO), training institutes, and other NGOs working in the relevant field;
  • Keep smooth communication with Technical Specialist and Technical Officer (TO)-HI for any technical issue;
  • Prepare monthly reports, event reports, and monitoring mission reports;
  • Build the capacities of the project team on disability issues targeting vulnerable populations and how to ensure their dignified participation in the skill development training methodology and facilitation skills.
  • Any other tasks requested by the line manager.

Responsibility 5: Contribute to external project communication

  • Communicate with other relevant stakeholders and like-minded organizations and engage persons with disabilities

Mission 2: Emergency Preparedness and Response

  • Contribute to the program’s emergency preparedness initiatives, and in an emergency, adapt his/her working arrangements to contribute to an effective humanitarian response from HI.
  • Perform any other related activities as assigned by the immediate supervisor.
