Responsibilities & Context
Summary of the Project
USAID’s Fight Slavery and Trafficking-in-Persons (FSTIP) Activity; funded by USAID and supported by Winrock International; ensures the rights and justice of abused, disadvantaged, vulnerable, trafficked and vulnerable people. This project will support development objective of USAID’s Country Development Cooperation Strategy (CDCS), “Improved democratic systems that promote transparency, accountability, and integrity.” Specifically, the project addresses Prosecution of TIP cases and Prevention & Protection for TIP and CM survivors and at-risk.
FSTIP’s Prosecution component objectives are programmatically introduced as systems, capacity, and sustainability of justice sector actors and institutions enhanced. Strengthen the capacity of like-minded organizations and government services providers to ensure justice to the TIP and child marriage survivors and review eligible TIP cases. Also provide training to relevant actors of the tribunals, leading to increased prosecution of trafficking crimes such as Improve and expedite adjudication of TIP cases through special tribunals; Strengthen justice mechanisms and capacities to prosecute TIP and CM; Enhance TIP case data management and cooperation to prosecute cross-border TIP cases; Improve justice outcomes and restitution for TIP and CM survivors, and exploited migrants.
Under this project, Bangladesh Society for the Enforcement of Human Rights- BSEHR is providing legal assistance in TIP cases in 26 selected districts, working to strengthen Human Trafficking Tribunals in 7 Divisions and Women-and-Child Abuse Prevention Tribunals in other districts to ensure access to justice for ongoing TIP cases in designated districts. The project is also instrumental in reducing the number of TIP and CM cases by raising awareness among trafficking victims and communities at risk of trafficking.
The primary objective of BSEHR is to strengthen legal case management, follow-up processes and speed up the judicial process in establishing justice for victims of trafficking through legal aid, case follow-up and collaboration with service providers. A secondary focus is to create a task force in the seven tribunals to expedite the prosecution of trafficking cases and coordinate project areas through training, case conferences, advocacy, consultation, focus group discussions, joint police-prosecutor and NGO workshops.
Overall, BSEHR will ensure the participation in the prosecutor framework to build confidence in the legal issues related to trafficking and develops a referral system with private originations and service providers in coordination with civil society, local governments and stakeholders to implement FSTIP activities aimed at preventing human trafficking.
Role
The Senior Coordinator will lead the planning and implementation of the activities as stipulated in the work plan under the agreement between FSTIP and BSEHR. This position is responsible for ensuring timely implementation of activities maintaining quality. He/she will be responsible to keep FSTIP project informed of the current situation of cases of human trafficking and related challenges and the way forward. The Coordinator will work closely with governmental agencies such as Ministry of Law, Justice and Parliamentary Affairs, Ministry of Home Affairs, Ministry of Foreign Affairs, Law Enforcement, Ministry of Expatriates’ Welfare and Overseas Employment, BMET, non-governmental organizations, and other stakeholders as required for effective implementation of The Prevention and Suppression of Human Trafficking Act (PSHTA), 2012 and the Overseas Employment and Migrants Act, other relevant laws, enhance the systems, capacity, and sustainability of justice sector actors and institutions, prevent human rights violations and increase awareness of TIP and child marriage.

Duties and responsibilities
- Lead planning, implementation, and reporting of prosecution activities within the purview of the agreement between FSTIP and BSEHR.
- Oversee coordination of prosecution related activities in the FSTIP/BSEHR program districts and provide advisory support to FSTIP prosecution team in ensuring punishment of traffickers.
- Maintain communication with and provide guidance to Task Forces established at the Anti-Human Trafficking Offence Tribunals.
- Develop and manage communication strategies to raise public awareness about human trafficking and the need for policy reforms.
- Provide all out support to FSTIP in organizing policy advocacy events to promote the Police-Prosecutors Cooperation Framework, Witness Protection Act, and potential amendments to PSHTA, 2012, etc.
- Coordinate with relevant stakeholders/officials from filing of cases to investigation to prosecution, and adjudication of TIP cases in an expedited manner.
- Coordinate with prosecutors to expedite the prosecution process.
- Coordinate with the Ministry of Home Affairs, Ministry of Law, Ministry of Foreign Affairs, and relevant stakeholders to provide all out support to the victims of trafficking including rescue, Identification, and repatriation of victims of human trafficking.
- Work closely with BMET to ensure that the survivors of failed migration or trafficking receive appropriate compensation from recruiting agencies through fair arbitration.
- Undertake research and analysis on key issues impacting on survivors’ access to justice and options for change, across all Bangladeshi jurisdictions.
- Identify, develop and maintain productive working relationships across legal and community service Sectors and government.
- Collaborate with the community legal sector and other partners to progress specific projects and affect change.
