  • Excellent analytical, writing, and communication skills, with the ability to prepare clear and concise reports.
  • Knowledge of USAID regulations and requirements related to monitoring and evaluation is highly desirable.
  • Must be fluent in English.
  • Ability and willingness to work throughout Bangladesh required.

RTI’s Global Health Division (GHD) within the International Development Group, works in Malaria and Neglected Tropical Diseases; Global Health Security and Public Preparedness; Heath Systems Strengthening – including Health Governance, Health Finance, Human Resources for Health, Capacity Building, and Health Policy and Advocacy; and Integrated Care – including Reproductive, Maternal, and Child Health and Family Planning. Responsibilities

RTI is seeking a Senior Monitoring, Evaluation, Learning, and Research (MEL&R) Manager in Bangladesh. This position will be responsible for ensuring the establishment and implementation of an effective and efficient system to monitor progress, impacts and successes of project activities and performance at all levels. This position will report to the Senior Advisor, Monitoring, Evaluation, Learning, and Research.

Position is contingent upon award and funding.

Primary Responsibilities

  • Contributes to the design, management, and implementation of the SLLHS project’s M&E systems, including relevant performance indicators, baselines, and annual targets and ensures compliance to USAID requirements.
  • Supervises data collection, analysis and reporting on performance indicators by other team members and project counterparts.
  • Serves as trainer and mentor for project staff on monitoring and evaluation methods and techniques
  • Develops detailed data collection plans for quarterly and annual data collection, liaises with Operations staff for cost effective logistics arrangements.
  • Prepares monthly, quarterly, and annual progress reports on the status of project implementation; contributes to other project documents such as annual work plans.
  • Leads preparation of respective sections of the project’s Monitoring, Evaluation, and Learning plan. Reviews approved plan periodically and proposes changes to project management when necessary.
  • Provides oversight for project results reporting & management in collaboration with Senior Advisor, COP & project technical staff.
  • Provides MEL technical assistance capacity building for local partner organizations.
  • Ensures successful implementation of performance monitoring as stated in the Activity Monitoring, Evaluation, and Learning plan (AMELP).
  • Contributes to monthly, quarterly, and annual budget projections related to M&E activities.
  • Produces performance monitoring reports and other summaries requested by the COP and USAID.
  • Conducts analysis of project monitoring data to derive lessons for improvements and makes recommendations.
  • Contributes to the development of standardized reporting, performance monitoring, and evaluation among partners.
  • Leads data collection and contributes to performance monitoring reporting associated with project start up and close-out.
  • Supervises Data Officer and Data Analyst
  • Performs other duties related to managing project monitoring and evaluation
  • Documents and synthesizes key learning points, insights, and recommendations from project activities.
  • Plans and conducts learning workshops and after-action reviews to capture and distill lessons learned from project implementation, including successes, challenges, and innovations.
  • Conducts operational research to address specific programmatic challenges or questions related to service delivery, quality improvement, behavior change, or sustainability, and translate findings into actionable recommendations.
