Requirements

Education

  • Bachelor Degree from any reputed university, The educational qualification will be relax if the candidate has experience on FSW field.

Additional Requirements

  • Age at least 45 years
  • Minimum 2 years of experience in NGO sector (Experience in conducting of DIC/Outlet or DIC/Outlet management and HIV Prevention or other health related field is preferable).
  • Basic computer literacy.
  • Excellent organizational and multi-tasking ability, strong communication, report writing, presentation and negotiation skills;
  • Proficient in English (Oral and written).

Responsibilities & Context

Job Context:

Dhaka Ahsania Mission (DAM) is a non-government development organization founded in 1958 by Khan Bahadur Ahsanullah, an eminent educationist, reformer, and Sufi with the aim of social and spiritual development of the entire human community. DAM has been contributing to the betterment of the disadvantaged population through operating 35 institutions and 8 sectors of development. The health and WASH sector is one of the core sectors of DAM which has also been operating 8 institutions and 14 donors funded projects. DAM Health Sector is going to recruit a competent and self-motivated individual for the position of Drop-In Centre (DIC) / Outlet Manager of “Continuation and Scale-up of Prioritized HIV prevention services among key populations in Bangladesh” which is Implemented by Dhaka Ahsania Mission .

Job Responsibility:

A. Management:

  • Ensure support including management of logistics (Condom, IEC/BCC materials, HTC kits, STI drugs, etc.) to DIC /Outlet team members for smooth implementation of the DIC /Outlet activities·
  • Develop and ensure timely sending of logistics requisition e.g. HP, condoms, etc.·
  • Facilitate regular updates of the mother list and social marketing of condoms·
  • Ensure rest and recreation facilities for the FSWs and Young KPs as well as child friendly environment at DIC/Outlet level·        Ensure HTC for KPs and partners of female sex workers through creating an enabling environment during the service day·
  • Make sure DIC/Outlet is available with all relevant documents/guidelines/SOPs, etc., and make a clear understanding of team members·
  • Make sure the overall arrangement includes required reports and records to face visitors from LFA, CCM, PR, SR, SSR management·
  • Recognize, notify, and mitigate any harassment with FSWs/DIC/Outlet and outreach staff in consultation with Program Specialist in respective Dhaka Ahsania Mission Consortium sites·

B. Coordination, Collaboration, and Advocacy:

  • Identify referral service organizations based on the needs of beneficiaries and develop MoUs as required to ensure required services
  • Build good rapport with the GO/NGOs and other stakeholders to ensure support services towards FSWs and Young KPs as well as clients of sex workers which are not available at DIC /Outlet level
  • Put HIV on the agenda of local level coordination meetings and participate regularly e.g. DC office coordination meeting, CS office coordination meeting, UH&FPO office meeting, etc.
  • Maintain functional networking and liaison with the local stakeholders
  • Conduct/assist in analyzing local stakeholders and preparing plans for regular/periodic sensitization and advocacy events.

C. Monitoring and Supervision:

  • Conduct regular monitoring of activities and supportive supervision to the team members to ensure the highest quality HIV prevention service delivery·
  • Conduct weekly/monthly meetings with the team members to know about the program performances and difficulties to address·
  •  Pay monitoring visits at outreach and conduct exit interviews with the beneficiaries to ensure high quality service ·
  • Analyse DIC/Outlet performance and make team understand about the next steps/work plan and ensure continuous support to achieve result·
  • Ensure use of monitoring checklist during paying monitoring visit at outreach/DIC/Outlet activities·

D. Capacity Building and HR Management:

  • Assist Program Officer to explore areas for further capacity building of DIC/Outlet and outreach staff and provide on-the-job training·
  • Conduct training for Volunteers and POWs as necessary and do follow up on training outcome·
  • Ensure participation of team members based upon having training/workshop invitation from PR or SR representative·
  • Ensure OJT for SACMO on CIS data upload ·

E. Technical:

  • Make sure clinical services are provided in line with the guideline/SOPs·
  • Make sure proper infection prevention is taking place at DIC/Outlet level·
  • Make sure Quality Assurance checklist points maintains at DIC/Outlet level·
  • Make sure Quality PSM checklist points maintains at DIC/ Outlet level

G. Generate Innovative Ideas:

  • Generate innovative ideas for best utilization of services and manpower based on field experience particularly for GBV, SMC, Legal support, MCH, Achieving HTC targets, partners HTC, service for DIC/Outlet, etc. and based on other need of the beneficiaries.

H. Plan, Report and Records:

  • Facilitate individual monthly work plan development and coordinate activities
  • Prepare and facilitate implementation as per event plan and monthly work plan
  • Maintain/ensure accurate record keeping of various activities using prescribed forms, formats and registers
  • Ensure proper upload of data to CIS
  • Ensure well documentation at DIC/Outlet for all sorts of program and clinical events
  • Ensure attendance register is signed by each DIC/Outlet staff daily.

H. Safeguarding:        

  • Support DIC/Outlet management on safe guarding trainings/orientation/and regular discussion in the formal meeting in the DIC/Outlet;
  • Play role in maintaining rules and regulations applicable at DIC/Outlet level including Dhaka Ahsania Mission’s safe guarding and code of conduct policy:
  • Act as safe guarding focal at DIC/Outlet level and remain connected with the project office level focal;
  • Report when any allegation raises regarding safe guarding and take appropriate measures as per the TOR, provided by SCI.
