EXPERIENCE AND SKILLS
ESSENTIAL
Working Experience: At least 10 years of working experience in the field of HR, especially in recruitment including at least 3 years in a management position.
Job related knowledge: Advanced knowledge on Human Resource Management and all of its components. Clear understanding on strategic linkage with organizational goal and inter linkages of different components. Reasonable knowledge on Bangladesh laws applicable to staff issues.

Responsibilities & Context
Manager – HR Operations is mainly responsible for ensuring that all HR recruitment, staff transitions, staff relations, staff training & development and other administrative functions are in line with FIVDB Human Resources policy manual and other organizational standards. S/he will develop annual recruitment plan, staff development plan, complete all recruitments in line with policies and procedures and within the set standard time as per USAID compliance, ensure proper documentation, and coordinate with relevant sectors/departments.
KEY AREAS OF ACCOUNTABILITY:
• Key Area 1: Facilitate the recruitment process including regular, contract, consultant, temporary positions:
• Process for planning, advertising, short listing, assessing and finalizing FIVDB HICRA project recruitments in a timely, transparent and efficient way to ensure that the project hires the right person for the right job.
• Ensure that recruitments are done according to the Human Resources policy manual.
• Ensure place of posting and joining.
• Analyze and review systems for efficiency and effectiveness.
KEY AREAS OF ACCOUNTABILITY
• Key Area 1: Facilitate the recruitment process including regular, contract, consultant, temporary positions:
• Process for planning, advertising, short listing, assessing and finalizing FIVDB HICRA project recruitments in a timely, transparent and efficient way to ensure that the project hires the right person for the right job.
• Ensure that recruitments are done according to the Human Resources policy manual.
• Ensure place of posting and joining.
• Analyze and review systems for efficiency and effectiveness.
Key Area 2: Maintain staff information:
• Maintain and make available all updated staff information to the concerned persons for decisions.
• Provide information for reporting purposes.
• Ensure Cox’s bazar regional Offices to maintain proper files and information.
• Ensure that all HR related decisions (appointments, confirmation, transfer, promotion, salary revision/COLA adjustment, recognitions, disciplinary actions, separations etc.) are documented in personnel files and letters are issued to the concerned persons.
Key Area 3: Supporting the Performance Appraisal Process:
• Ensure that performance assessments are completed at the end of probation period for employment confirmation decisions.
• Provide input in objective setting, mid term assessment and annual performance review/ appraisal procedures.
• Participate in staff orientation program on Performance Appraisal Process
Key Area 4: Staff relations:
• Work on strengthening staff relations and make sure that all FIVDB HICRA staff are well aware on grievance and other appealing procedures.
• Counsel staff as needed and be a part of investigation team and documentation as needed.
Key Area 5: Staff Development:
• Need assessment of staff training of FIVDB HICRA project.
• Prepare calendar of staff development training.
• Coordinate with supervisor to conduct the staff training as part of capacity building and retention of staff.
Key Area 6: Reporting:
• Design, develop and disseminate periodical FIVDB HICRA project HR report.
Key Area 7: Other Administrative Functions:
• Ensure that all staff is updated with FIVDB agency policies and standards.
• Build capacity of agency relevant key positions on recruitment, performance management and staff relation issues.
• Provide inputs to HR policy review and ensure that all units hold the updated version.
• Ensure all staff have a copy of HR policy handbook.
• Support in reviewing and updating job descriptions, structures etc.
• Ensure support to sub offices in relevant areas and ensure compliance.
• Ensure all other HR administrative functions are done on time.
• Any other tasks assigned by the supervisor.
Key Area 8: Supervise HR Officers:
• Manage performance of HR Officers.
• Provide coaching and guidance for qualitative and quantitative performance.
• Undertake professional development initiatives and take initiative for growth.
S/he will report to the Director of Finance and Administration of HICRA Project, FIVDB.
