Project Background

Rights Jessore is a leading human rights organisation in Bangladesh dedicated to protection and promotion of human rights, prevention of human trafficking and providing service to vulnerable people. Rights Jessore working for victim rescue, repatriation, reintegration, rehabilitation and providing legal support to vulnerable and marginalized people. Since 1991, Rights Jessore has been working in southern part of Bangladesh as a pioneer organization in this sector and later it has expanded its working area throughout the Bangladesh and abroad for upholds the rights of marginalized people. The organization enhanced the capacity of various committees, including the Counter Trafficking Committee, Child Marriage Prevention Committee, Child Welfare Board, Nari Nirjaton Protirodh Committee, and Dowry Prevention Committee, as well as relevant government officials. In this context, Rights Jessore is set to implement a project titled “Enhancing Legal Services and Strengthening the Capacity of the Legal Aid Committee.” Funded by the USAID Ain Shohayota Activity through Democracy International, Inc., this 24-month project began in June 2024. It will be implemented in four districts: Jashore, Jhenaidah, Magura, and Khulna.

The project aims to enhance people-centered justice by fostering increased public participation, inclusivity, and data-driven processes, thereby improving the justice system from the union to district levels. To achieve this overarching goal, the project will undertake activities structured around three main objectives. Firstly, People are aware of their rights and understand how to realize them; secondly Justice pathways available at the local level are strengthened and expanded; thirdly the capacity of justice sector actors to provide legal aid services is strengthened, especially for traditionally vulnerable and marginalized groups. Overall, the project seeks to establish a legal support ecosystem that positively influences the well-being and empowerment of the community and beneficiaries. The primary beneficiaries of the project are community members, with particular emphasis placed on traditionally vulnerable groups, such as women, children, ethnic and religious minorities, Dalits, people with disabilities, and LGBTQI individuals.

In this background, Rights Jessore is looking for suitable candidate for an immediate appointment as well as to prepare a panel list for the different position of above-mentioned project and area. In this regard, Rights Jessore invites application for following positions for mentioned districts.

Position Summary of District Officer

Rights Jessore will recruit two District Officers to oversee project activities in the four mentioned districts, in cooperation with other project staff. These positions will ensure coordination and collaboration with relevant government officials and other stakeholders involved in the project. Below are the details of the positions, including job responsibilities, educational qualifications, and other required competencies.

Position reports to: Director Program of Rights Jessore.

Responsibilities:

  • Lead a Project team for two districts and provide professional and technical support to project staff and other stakeholders of mentioned project.
  • Overall management of project implementation and activities based on the operational plan to achieve project target in time.
  • Ensure that project activities are implemented in time complying with donor requirements;
  • Day-to-day supervise and monitor the activities of project team including upazila assistant, finance and monitoring to ensure effective project implementation;
  • Coordinate with the concerned district court officials, PP, APP, lawyer, District Legal Aid Officials (DLAO), relevant NGOs for smooth implementation of the project activities at ground level.
  • Ensure coordination with concerned two Districts Legal Aid Committee (DLAC) and targeted union and upazila legal aid committee for activation and effectively support the project activities.
  • Assist upazila level project staff for organizing public hearing, community awareness program like courtyard meeting, publicity through miking and legal aid day observation in collaboration with government officials.
  • The position will assist to prepare broadcast message, awareness materials and plan to distribute these materials among the community people.
  • The position will facilitate the workshop, meeting and seminar according to project design on legal aid service, early marriage, GBV etc. and ensure timely reporting of each event.
  • The position will organize all district level events with court officials, PP, APP, district Judge and clients, DLAOs and DLAC and other relevant stakeholders.
  • The position will produce monthly, quarterly and six-monthly report according to prescribed format for ensuring success of the project.
  • Coordination with other government and non-government service providing organizations to ensure service through referral.
  • Coordination with Government, Local Government, Counterparts, Donors, NGOs, other related stakeholders and Projects.
  • Attend regular basis in Government meeting and other coordination meeting in working districts;
  • Assist to upazila staff to monitor progress through regular field visits using a prescribed schedule.
  • Organize performance appraisal of staff as per their job description and design necessary action plan for staff development and implement it accordingly;
  • Setup files to ensure that all project information is appropriately documented and secured.
  • Build and maintain liaison with Local Administration, Law enforcing agency, court and networks in line with legal aid service; and
  • Maintain the confidentiality of project document and organizational regulations and implement it at his/her jurisdiction.

Compensation & Other Benefits

  • Monthly gross salary BDT 39,500 with other admissible benefits as per project support.
