Position: Senior Officer, Procurement and Logistics

Location: Head Office, Dhaka

Organization Brief: Center for Natural Resource Studies (CNRS) is a renowned pro-environmental national NGO in Bangladesh that commenced its journey in 1994. Since its formation, CNRS has been active in this field and has drawn the attention of relevant local, national, and international actors including government and funding agencies by demonstrating innovations in its approaches and producing tangible learning outcomes.

  • Part I: Job Statement
  • The Senior Officer, Procurement and Logistics will be responsible to coordinate the entire process in the planning of material, goods, and services procurement, extend support & cooperation to prepare procurement plan, facilitate supply chain activities, inventory control, logistics and distribution, and ensuring effectively-functioning processes to avoid costly delays and lost opportunities for the CNRS Head Office and programs/projects according to the CNRS rules and regulations.
  • Part II: Job Responsibilities and Tasks
  • Ensure that CNRS/Donor’s highest standards of procurement and logistics procedures and policies are implemented and adhered throughout the program; briefing and supporting relevant staff as required.
  • Facilitate vendor enlistments at the district level and head office level, and update on a regular basis in line with the organization’s approved policies and procedures.
  • Prepare framework agreement/contract with the vendor/landlord/consultant as per requirement.
  • Maintaining a database of suppliers, conducts a regular search for better alternatives and update accordingly.
  • Prepare RFQ/tender documents, meeting minutes, comparative analysis, note for record, work order, etc. in line with the project/program requirements following standard procedure.
  • Manage day-to-day communication with suppliers, vendors, consultants, and users, resolving issues, take forward the contracts, and take initiative for necessary amendments as needed.
  • Support in amending organizational policies and procedures as necessary, ensuring that services are delivered in the most efficient and effective manner.
  • Assist in the preparation of monthly, quarterly, and annual procurement plans for CNRS-General and Projects and follow up accordingly.
  • Assess and check the quality of the received materials and specifications in line with the purchase order with the support of project/program personnel.
  • Facilitate the communication between respective program/technical staff and supplier on defective goods delivered and arrange necessary follow-up.
  • Ensure procurement and delivery of quality materials and services to project beneficiaries within the allocated budget and time.
  • Keeping programs/projects updated of the status of procurement/contracts, especially in cases of delays.
  • Complete the timely checking, verification, and recommendation of supplier invoices, delivery receipts, from respective and other papers including data preparation, and submit them for payment.
  • Maintain central procurement database and update on regular basis.
  • Work to develop accessible systems and protocols for the management of contract data and information and ensure that these are appropriately managed.
  • Keeps a database of CNRS field offices and updates periodically.
  • Maintain CNRS asset register and conduct physical verification of assets from time to time as per policy.
  • Ensure all assets are labeled with unique ID number and posted in the asset register regular basis.
  • Ensure CNRS project/field offices agreement are prepared and updated following standard procedure.
  • Coordinate and facilitate the activities of CPCs (Central Procurement Committees).
  • Provide technical guidance to projects on procurement and develop capacity within the teams.
  • Perform budget checking and ensure procurement alignment with project requirements.
  • Represent the procurement function in different forums and meetings.
  • Perform any other tasks as assigned by the Management.

  • Ensure safety and well-being of team members and participants.
  • Promote and endorse safeguarding policy among staff.
  • Follow reporting procedures for incidents and encourage others to do so

Compensation & Other Benefits

  • Salary: BDT 67,455/- (including all admissible benefits as per CNRS PayScale, upon service confirmation)
