- Additional Requirements:
- Field Experience: Prior experience working in humanitarian or development contexts, especially with vulnerable populations or survivors of gender-based violence (GBV), is highly desirable.
- Knowledge of GBV Issues: Understanding of gender-based violence issues, including legal frameworks and services available for survivors.
- Computer Skills: Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and ability to use online platforms for documentation and reporting.
- Cultural Sensitivity: Sensitivity to cultural and social norms in Cox’s Bazar, with the ability to work respectfully and effectively with diverse communities.
Responsibilities & Context
- Summary Description:
- The Legal Officer positions within the ECHO funded IRC Support GBV Project at BNWLA involve providing essential legal services, information dissemination, and community engagement activities aimed at supporting the host community in Cox’s Bazar. The roles encompass legal counseling, mediation, litigation support, and capacity building for law enforcement agencies on national laws and human rights conventions. The positions also involve developing IEC materials, facilitating client feedback mechanisms, and collaborating with justice sector actors at various levels to ensure effective service delivery and project outcomes. Ideal candidates should possess a legal background, relevant experience, and a commitment to promoting justice and rights in humanitarian settings.
- Job Responsibilities:
- Legal Information Services for Host Community:
- Provide accurate and timely legal information to the host community on relevant laws, rights, and services available.
- Community Volunteer Coordination:
- Manage and coordinate activities of community volunteers (2 persons/location) engaged in legal awareness and support activities.
- Development of IEC Materials:
- Assist in developing Information, Education, and Communication (IEC) materials related to legal rights, GBV prevention, and available services.
- Legal Services Provision:
- Offer legal services including legal counseling, mediation, and support for litigation processes as required by clients.
- Mediation and Litigation Support:
- Facilitate mediation sessions and support litigation processes, including maintaining files and registers related to cases.
- Support at Police Stations:
- Assist clients with General Diary (GD) entries, complaints, and First Information Reports (FIRs) at police stations.
- Referral of Clients:
- Ensure timely and efficient referral of clients to other service providers such as District Legal Aid Committees (DLAC) and relevant NGOs, providing necessary transport support as needed.
- Capacity Building:
- Conduct capacity building sessions for law enforcement agencies on national laws, human rights law, and relevant international conventions (CEDAW, CRC) pertaining to the protection of specific groups.
- Engagement with Justice Sector Actors:
- Organize and participate in sharing meetings with legal aid committees at district, upazila, and union levels to enhance collaboration and share project outcomes.
- Client Feedback and Satisfaction:
- Organize bi-monthly client feedback meetings and Key Informant Interviews (KII) to assess client satisfaction with legal services provided.
- Learning and Documentation:
- Document project lessons learned and best practices in collaboration with community members, local stakeholders, and government counterparts.
