Responsibilities & Context

Friends in Village Development Bangladesh (FIVDB) is going to implement the Prevention and Response of Child Protection Concerns through Timely Initiative with Child Engagement ( PRACTICE) with Rohingya and Host communities under its Humanitarian Preparedness and Response Program, Cox’s Bazar with the support of Plan International Bangladesh and Music Aid. Project duration- 28 February 2025 (to be extended subject to the provision of project extension afterward). The position will be recruited for implementing the project based at the Field Office at Teknaf with substantial field activities at different camps and host communities at Teknaf. The job may be regularized after the completion of 3 months of services under FIVDB.

The Case Management Officer will deliver Case Management services in a timely and appropriate (quality and scale) manner to child survivors of and children at risk of abuse, violence, exploitation and neglect. Case Management Officers should work with Community Volunteers and provide them capacity building.

Key Area 1: Ensure quality implementation of the CM component of the CPiE response

  • In collaboration with the Case Management Coordinator and other Caseworkers, implement Case Management in accordance to Standard Operating Procedures at the Cox’s Bazar level, and the Inter-agency Guidelines on Case Management and Child Protection as well as the inter-agency CM Tools and Flow Chart.
  • Disseminate information; provide support and advocacy to individuals and families. – Identify and register cases, conduct Rapid and Comprehensive Assessments of children in need/at risk, prepare and implement case plans, make referrals to relevant services, follow up and close cases when appropriate. Organize case conferences with other actors when needed.
  • Maintain case management database and record case accurately and properly in the Information Management System.
  • Contribute to regular update of service mapping, liaise with other internal/external services, agencies through referral pathway and coordinate cases within the framework of inter-agency cooperation.
  • Participate in team meetings, weekly one-to-one supervision with CM Team Coordinator.
  • Collaborate with FTR team, ensure that referrals are clearly documented and that services are provided to Unaccompanied and Separated Children and Orphaned Children.
  • Provide regular updates to CM Coordinator on the progress of the implementation, challenges faced, and additional support needed.
  • Participate in trainings offered by Plan International and within Inter-Agency level.

Key Area 2: Staff Capacity Building

  • Support in design and facilitation of capacity development activities/training for volunteers in the areas of CM guiding principles, identification, registration, case planning, referrals, follow-up, and case closure, communicating with children, identification of signs of abuse, working with community structures, providing psychological first aid, etc.
  • Provide on-the-job coaching and support to the volunteers. Ensures that FIVDB and Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and FIVDB and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures
  • Key relationships Internal Contact- Project Coordinator Technical Coordinator Monitoring and Evaluation Officer External Contact- Rohingya refugees and host communities Community volunteers Other sector colleagues (ex: education, WASH, etc.) Camp and host level stakeholders Technical expertise, skills and knowledge Essential- Previous experience in providing individual CP Case Management, supporting children and families in the process of case management in accordance with agreed inter-agency case management steps, protocols and related tools.
  • Good knowledge and understanding of humanitarian principles and established international child protection minimum standards.
  • Experience in implementing programs focusing on: working with vulnerable children, social work/case management with children and families, working with child survivors of violence, children outside of parental care, psychosocial support, etc.
  • Desirable- Well-developed written and oral communication skills.
  • Directly communicate effectively with other Caseworkers, service providers, and relevant focal points as part of conducting individual case management and coordination of care.
  • Regularly attend case management meetings, including case conferences, at field level.
  • Ability to work independently and as a team player; in coordination with volunteers and proven experience in working with disaster affected communities in a sensitive and participatory manner.
  • Ability to operate effectively under extreme circumstances including stress, high security risks and harsh living conditions. Works and lives with a flexible, adaptable and resilient manner.
  • Demonstrates awareness and sensitivity to gender and diversity.
  • Have experience and the ability to live and work in diverse cultural contexts in a culturally appropriate manner. Has a capacity to make accurate self-assessment particularly in high stress and high security contexts.
  • Is well planned and organized even within a fluid working environment and has a capacity for initiative and decision making with competent analytical and problem solving skills.
  • Knowledge of policies and procedures, Sphere and the Code of Conduct.
  • Requires finance, administration, information management and telecommunication skills and proficiency in information technology/ computer skills.
