  • At least 3 years of above experiences.

Mission context:

‘Enhancement of prevention and control of Non-communicable diseases in Cox’s Bazar, Bangladesh’ is financed by Médecins du Monde Japon (hereinafter referred to as “MdMJ”) and implemented by the PULSE Bangladesh Society (hereinafter referred to as “PULSE”) with the MdMJ. PULSE is an NGO which has headquarters in Cox’s Bazar with vision of realization of the society with fair and justice through the support for vulnerable people such as children and women. In starting this project, PULSE and MdMJ have engaged in a new partnership to respond to Rohingya crisis in Cox’s Bazar.

Responsibilities and Tasks:

Overall responsibilities:

Under the supervision of Program Officer (hereinafter referred to as “PO”) of PULSE with technical assistance from Medical Coordinator (hereinafter referred to as “MC”) of MdMJ, NCDs Officer will be responsible for clinic staff capacity building in NCDs, provision of technical guidance on the job and NCDs service monitoring at GUSS in Rohingya refugee camp 1E and at two selected community clinics (hereinafter referred to as “CCs”) in Ramu Upazila in Cox’s Bazar district, Bangladesh.

Main Tasks:

Activity management (outcome 2: health facility intervention)

  • Manage activities progression under supervision by PO with a good understanding of the project;
  • Update weekly plan based on Plan of Operation;
  • Report activity progression regularly to PO. Write and submit monthly progress report(outcome 2 only) to PO and MC every month;
  • Attend medical meeting once a week. Create strategic plan and reflect it into activities (PDCA cycle).

Staff capacity building in NCDs and medical equipment maintenance

  • Plan and prepare capacity building training in NCDs and medical equipment maintenance according to the needs and capacity of the staff under supervision by PO;
  • Organize respective training in collaboration with the relevant stakeholders(medical officer at GUSS in camp/medical officer in UHC in host community)
  • Training evaluation and follow up. Provide necessary refresher/supplementary training for the staff according to the evaluation result.
  • Focus capacity building and follow up of NCDs screener and health educator at GUSS health post especially.

Monitoring NCDs service quality and follow-up

  • Monitor NCDs service quality using supervision tool (twice/week in each community);
  • Provide necessary guidance and advice for the staff according to the result of supervision tool for their capacity building;
  • Make necessary procurement plan and arrangements for health facility in the both communities according to the plan of operation in cooperation with finance and logistic officer and/or program support department of PULSE;
  • Establish and stabilize medical equipment monitoring system at the health facility;
  • Identify challenges based on field supervision and report to the supervisors. Make strategies together with supervisors;
  • Coordinate and communicate closely with PO and MC.

Strengthen the link and coordination with stakeholders

  • Organize staff meeting once a week (at both health facility). Share challenges based on field supervision and discuss mitigation measures with the staff;
  • Attend various meetings at the filed level. Identify challenges and share during medical meeting (ie: clinic committee meeting, health sector meeting);
  • Work in collaboration with volunteers in some case especially group session (camp) and clinic tour (host community);
  • Coordinate and communicate with stakeholders at the field level.
