Requirements

Education

Master Degree in special education/development studies/statistics or any other relevant social science subjects from a reputed university;

Experience

  • Experience in project cycle management (proposal writing, project planning, budgeting, project implementation, MEAL) and managing bilateral donor projects.

  • Skillfully plans, coordinates, and organizes workloads, maintaining flexibility to accommodate changing priorities and competing time frames.

  • Possesses an excellent understanding of monitoring methodologies and their practical application, ensuring accurate data collection and analysis.

  • Good command in oral and written communication both in Bangla and English;
  • Computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access)
  • Good level of proficiency in Windows Excel and quantitative analysis (SPSS preferred)

Responsibilities & Context

Project-specific responsibilities:

  • Monitor all project activities, expenditures and progress towards achieving the project output;
  • Report monthly, quarterly, half-yearly and annual progress on all project activities;
  • To record manage and preserve monitoring data of all projects in a safe and accessible way;
  • Participate actively in project planning process and budgeting;
  • Prepare case studies, need based papers documents, good practices;
  • Assist in preparing reports on training/meetings/workshops/field visits etc.
  • Identify lessons learned, good practices, and share these with the project and management team, partners, and stakeholders.
  • Lead the development/streamlining of an effective and appropriate Monitoring, Evaluation Accountability and Evaluation system, methodologies and frameworks for measuring progress, learning and impact at multiple levels
  • Set optimum levels of learning, reporting, and accountability and ensure that they are met.
  • Support and contribute to the development and implementation of M&E systems, including M&E guidance and tools.
  • Participate in program design and proposal discussions, including log frame design and budgeting for M&E.
  • Support partner organizations/OPDs as well as members of the Self-Help Group members to enhance their capacity on basic monitoring tools and data management
  • Support the implementation, dissemination and use of evaluations, assessments and monitoring data in program development, adjustment or review.
  • Contribute to organizational learning through supporting specific analysis, lessons learned and reports.
  • Supervise and mentor OPDs in executing M&E plans.
  • Establish standardized M&E system at project level, and support and contribute to the development of a data management system through documentation, implementation and reporting.
  • Ensure that monitoring data are reported on a timely manner
  • Prepare and develop status reports to Project Manager and as required by management and ensure proper filing of documents.
  • Closely work with different project teams to document practices and draw lessons learnt, design and conduct survey and produce reports.
  • Collecting the reports for all the teams visits, ensuring the quality and compliance of these reports and ensure incorporation of recommendations in M&E system jointly with PM.

Safeguarding Responsibilities:

  • Adhere to CDD’s Children and Adults at Risk Safeguarding policy, ensuring the safety and well-being of all project participants.
  • Promote a safe and secure environment for all participants and stakeholders of the project.
  • Report any safeguarding concerns promptly and follow the designated reporting procedures.
  • Perform any other responsibility/ special duty delegated by project and CDD management.

  • This position will be recruited by CDD under a project titled, ‘Disability Inclusive Resilience Livelihood (DiRL)’ to be implemented with the support of CBM Global Disability Inclusion. The project is working to improve the economic condition of people with disabilities by accessing inclusive livelihood, mental health and wellbeing support. To implement the DiRL project effectively, efficiently and in a timely manner, CDD is seeking a dedicated and skilled MEAL Officer under this project. Reporting to the Project Manager, the MEAL Officer will be responsible for Monitoring, Evaluation, Accountability, and Learning (MEAL) activities within the project, ensuring its effectiveness and impact.
