Experience: Expecting 5 years of experience in managing development projects with national or international organization. Prefer experience in Right right-based approach, Agriculture programming, Climate change adaptation, Community- Based Approach with a clear understanding of programmatic thematic areas like ECCD, LSBE, FFS, and Governance programs.

Other Requirements:

  • Min 5 years of working experience in project management, and thematic supervision and guidance of all aspects.
  • Having hands-on expertise on PRA, PME, HRBA, and Transformation Development Programming
  • Willingness to field visit (at least 50%) and facing challenges.
  • Able to drive a motorbike and interested in traveling in rural areas having a valid driving license.
  • Applicant who has working experience in holistic transformational development work on climate change, disaster risk reduction, good governance, Education, Water Sanitation & Hygiene, and women empowerment-related projects will get special priority.
  • Should have strong interpersonal skills.
  • Good command of Bangla and English.
  • Any other official duties as may be assigned by the Country Director or Program & Operations Manager or Senior Management.

Responsibilities & Context

Project: Accelerating livelihood opportunities to build resilient communities (ALO) Project

Job Location: Tala Upazila at Satkhira district

Reports to: Program & Operations Manager

Supervises: Project Officers, Project Office-Accounts and Logistics and Support Staff.

Purpose of the position : To provide overall leadership to the ALO project team for effective and efficient execution implementation of the project activities in alignment with organizational mandates, values, and cultures for achieving project goal and objectives in a sustainable manners ensuring active engagement of community people, local administration and other relevant stakeholders.

Duties and Responsibilities:

Project planning and management:

  • Facilitate the process of problem analysis, constructing project logical framework &, Theory of Change, drafting project proposals, organizing work plan, and preparing budget in the given template with verse knowledge on PCM.
  • Ensure community engagement in all spheres of project cycle management.
  • Ensure proper coordination and communication with project stakeholders.
  • Conduct project coordination meetings, follow up on the progress, and provide strategic guidance in successfully meeting the challenges encountered in the field-level implementation.
  • Deploy community volunteers, draft JD, and provide the necessary support to make them operationalize.
  • Track the program accomplishment and budget burn rate against the target and budget.
  • Ensure necessary program accomplishment data and expenditure data into the WCB program MIS.
  • Ensure work completion certificate from the UNO and DC Office.
  • Ensure necessary clarification against any quarries by the donor, local administration, and NGOAB.
  • Initiate project financial audits regularly.

Planning and Timely Reporting

  • Segregate plan, delegate responsibilities, and provide necessary technical guidance to the field team for the time-being implementation of project activities towards achieving the determined goal and objectives.
  • Meet the deadlines of all periodic reports including Monthly Management Reports, Monthly/Quarterly/Bi-Annual and Annual Progress reports, Quarterly Statistical Reports, and Government reports.
  • Drafting FD-6 and forwarding letter for fundraising, accepting audit report to get approval from NGOAB
  • Provide necessary information to the Program & Operations Manager, and MEAL unit and update the progress in the given template into the SharePoint before the Monthly Program Review (MPR).

Quality Monitoring, Evaluation and Learning

  • Establish an effective MEAL system for the project and provide technical support for need assessment, and PDMs.
  • Validate the accomplishment data through sample-based verification and ensure documentation.
  • Ensure development and update of project M&E Framework and ITT
  • Ensure downward accountability to the program participants in sharing the plan, budget, and target as well as establishing effective CFRM through operationalizing smooth communication channels.
  • Capture and document learning, best practices, and success stories for further reference.
  • Drafting evaluation ToR for project baseline and end-line evaluation.
  • Provide technical support to execute PM&E in the field.
  • Ensure process monitoring of field-level implementation.
  • Develop PIG, SoP, ToR, Bi-laws, and guidelines for different community-based groups.
  • Ensured compliance and standards of donors and WC

Financial Management

  • Ensure expenditures follow and comply with World Concern purchasing policies.
  • Budget preparation and planning, analyzing variance reports, recommending adjustments, and advising on program management decisions as necessary.

Personal Development, Leadership and Mentoring

  • Attend training, develop and self-assess competency profiles, receive coaching, and be continuously learning and growing ability to facilitate development.
  • To provide leadership, coaching, and mentoring to co-community facilitators in the implementation of the project activities within the target villages/area.
  • Any other duties as may be assigned and seek assistance from the Supervisor.
  • Assist in hiring and arranging staff orientation and WC core values training
  • Ensure staff performance appraisal as per WCB HR guidelines.

Team building:

  • As a team leader, provide spiritual nurture for the OVT team. Be responsible for adhering to the Core Values and pursuit of the mission and vision of the WC always.
  • Play the role of a coach and mentor to build the capacities of the team and ensure their performance is managed in line with the HR standards & guidelines.
  • Identify the training needs for staff development and plan appropriate training.
  • Run the project smoothly in close cooperation and coordination with CD, HR & Admin, P&OM & FC and Program related dept. and to attend meetings, seminars and workshops.
  • Provide guidance to overall team works in the field time to time.

Networking:

  • To build effective and working relationships with local government officials, service providers and other important stakeholders.
  • To build strong and cordial relationships with the community people, traditional leaders and local CBOs.
  • To be part of networks of likeminded NGOs/INGOs to share resources for strengthening of program implementation and also to avoid duplication and wastage time and resources.
  • Make liaisons with govt. related and DV or special braches activities.

Resource mobilization:

  • Support the efforts Resource Advancement department by submitting stories of transformation and good success stories.
  • Perform social empowerment of the poor and their institutions (groups).
