Senior Manager – HR and Administration – Bangladesh IAF

We are searching for an experienced Senior Manager – HR and Administration for our project office in Dhaka.

This Opportunity: Palladium is seeking an HR and Administration Senior Manager in Dhaka for the USAID Feed the Future (FTF) Bangladesh Inclusive Access to Finance Program. The Feed the Future Bangladesh Inclusive Access to Finance Activity (IAF) is a $34 million, USAID-supported project that will unlock finance for small businesses and farmers, make agricultural supply chains more inclusive and sustainable, and improve inclusivity in the financial sector in Bangladesh. To accomplish this, IAF will engage strategic partners to deploy innovative solutions to address constraints in agriculture value chains and agriculture financing; deploy incentives and capacity building to financial institutions to expand appropriate and inclusive lending to or investment in agriculture; and engage the private sector to advocate for systemic improvements and scale social impact. From 2024 to 2029, The Bangladesh Inclusive Access to Finance Activity will unlock $420 million in finance, driving sustainable agricultural lending and promoting inclusive growth.

Primary Duties and Responsibilities:

  • Manage program operations in the Jessore office, including but not limited to human resources, logistics, procurement, IT, and accounting/finance Liaise with the DFA and Dhaka office to coordinate actions
  • Oversee planning and coordination regional travel for the project staff and consultants
  • Lead hiring of field team staff, including reviewing, interviewing, and selecting candidates in collaboration with relevant technical personnel
  • Oversee the administration and execution of employment contracts and monitor parties’ compliance
  • Arrange and participate in conferences, training sessions, and meetings
  • Coordinate office logistics and services to maintain efficient blanket purchase agreements and service agreements
  • Travel to project activities in accordance with the project needs
  • Organize and execute training events and seminars to be implemented by the project
  • Support implementation of sound management practices in environmental management, climate risk mitigation, and security in accordance with company policies, project plans, and USAID regulations
  • Support accounting, monitoring and evaluation (M&E), and communications personnel in their day-to-day duties
  • Any other tasks as requested by the Director of Finance and Administration and Chief of Party
