Responsibilities & Context

A. Background

  • The USAID Ecosystems/Protibesh Activity (Protibesh) implemented by Chemonics International focuses on three result areas including i) Strengthening environmental governance and management; ii) Mitigating biodiversity threats and iii) Advancement of market-based incentives that promote sustainable natural resources management under the Development Objective “Strengthened Resilience to Natural Hazards. The Activity goal of Protibesh is to improve ecosystem conservation in and around targeted key biodiversity areas (KBAs) of Bangladesh such as the northeastern haor and forest areas and the Sundarbans in the southwest.
  • To ensure smooth and compliant operation and financial administration of the project’s main office and staff in Dhaka, two regional offices and staff in Sreemangal and Khulna, Protibesh seeks an experienced Operations and Finance Director.

B. Specific Tasks/Responsibilities

  • The Operations and Finance Director will provide oversight for aspects pertaining to project finances, grants, subawards, office administration, and human resources. Included in this will be ensuring compliance with the terms of the Protibesh agreement; relevant USAID/USG regulations, including environmental compliance; laws and regulations of the Government of Bangladesh; and Chemonics policies and procedures. They will assist on other aspects of the program and office administration as agreed with the Chief of Party (COP). Under the supervision of the COP and working closely with the Protibesh staff and the Home Office Project Management Unit, the Operations Director will:

Operations

  • Responsible for coordinating with the COP, PMU, technical leads, USAID and relevant counterparts, to provide operational and other support for design and implementation of technical activities.
  • Manages a schedule of events and activities to ensure that operational and technical budgets align. Events include client and partner meetings, activity scopes of work, submission of technical analyses and reports, etc.
  • Oversees logistical support for various Protibesh events.
  • Responsible for establishing and maintaining management tools for smooth project operations and information sharing.
  • Lead all HR processes including recruitment, onboarding, performance management cycles, and offboarding and that Chemoincs policies is accurately implemented.
  • Ensure recruitment needs are met in a timely fashion, including the drafting of job descriptions, and the accurate compilation of employment documentation per USAID rules and regulations.
  • Ensure staff personnel files are properly documented and updated.
  • Ensure staff leave plans are timely prepared and used.
  • Work with the COP and the PMU to manage annual performance evaluation and salary increase processes.
  • Manage all project related procurement activities including:
  • Purchase of project equipment, utilities, stationery.
  • Identify and establish mechanisms to expedite the procurement process as possible, such as blanket purchase agreements for common items.
  • Oversee Protibesh subawards and grants including:
  • Acting as main operational/financial point of contract to Protibesh subawardees.
  • Ensure subwardees and grantees follow all applicable USAID rules and regulations.
  • Keep up to date on evolving in-country security situation and work with COP and Security Manager to mitigate security concerns.
  • Work with operations staff to ensure international and local travel is properly managed.
  • Provide support to field office expatriate staff, including but not limited to renewal of residency and work permits.
  • Manage the Protibesh registration process with BIDA.
  • Negotiate and maintain leases including main Dhaka office and regional offices as well as expat staff residential lease.
  • Other tasks as defined by the COP or PMU.

Finance

  • Provide financial oversight, including the maintenance and monitoring of the project budget. Participate in ongoing analysis, forecasting and review of project expenses, track the transfer of funds between headquarters and the field office, and manage accounting and finance records of in-country expenses.
  • Serve as a point of contact to facilitate the coordination of project financial reports. Liaise with the PMU to ensure timely and effective ongoing home office administrative and approvals processes, budget review and management, and client communications.
  • Review payment requests against supporting documents for procurement and subawards, ensuring that appropriate back-up documentations are submitted in accordance with Chemonics procurement and financial policies.
  • Ensure timely and accurate entering of expenses into abacus on a monthly basis and ensure coding sheets are properly reviewed and approved, expenses are entered correctly and timely.
  • In coordination with PMU, COP, and technical team, ensure timely and accurate submission of annual workplans and budgets, ensuring all activities are properly costed and resources are allocated appropriately.

C. Period of Performance

  • This is a long-term position for the life of the activity (currently until July 2026).

E. Supervision and Reporting

  • The Operations and Finance Director will report directly to the COP, or their designee and will directly supervise Sub-Awards, HR, Procurement, Finance, and Administration staff.
