Project Overview and Role:

The Feed the Future Bangladesh Inclusive Access to Finance Activity (IAF) is a $34 million, USAID-supported project that will unlock finance for small businesses and farmers, make agricultural supply chains more inclusive and sustainable, and improve inclusivity in the financial sector in Bangladesh. To accomplish this, IAF will engage strategic partners to deploy innovative solutions to address constraints in agriculture value chains and agriculture financing; deploy incentives and capacity building to financial institutions to expand appropriate and inclusive lending to or investment in agriculture; and engage the private sector to advocate for systemic improvements and scale social impact. From 2024 to 2029, The Bangladesh Inclusive Access to Finance Activity will unlock $448 million in finance, driving sustainable agricultural lending and promoting inclusive growth. By improving access to finance for farmers and micro-, small-, and medium-sized enterprises (MSMEs), and the policy environment in the financial sector, IAF with increase farmer revenue, create jobs, and contribute to Bangladesh’s economic growth in an inclusive and environmentally friendly manner.

Under the Regional Senior Manager, the HR and Administration Manager will lead all HR and administrative functions required for the Jessore office, including hiring, logistics, procurement, and financial management.

Roles and Responsibilities:

  • Assist in planning and coordinating regional travel for the project staff and consultants
  • Arrange, coordinate and participate in conferences, training sessions, and meetings
  • Manning of the telephone switchboard to provide and/or oversee telephone and fax communication for all staff
  • Coordinate office logistics and services to maintain efficient blanket purchase agreements and service agreements
  • Receive clients and visitors, assist and resolve problems and inquiries of visitors
  • Travel to project activities in accordance with the project needs
  • Coordinate HR needs of Jessore-based staff
  • Facilitate and coordinate recruitment processes for Jessore-based staff under the overall direction of the Regional Senior Manager and HR/Admin Senior Manager
  • Maintain any Jessore petty cash, participating in petty cash counts per the specifications of the Accountant and DFA
  • Assist in the organization and execution of training events and seminars to be implemented by the project
  • Complete six-month procurement plan in line with USAID requirements
  • Support accounting, monitoring and evaluation (M&E), and communications personnel in their day-to-day duties
  • Any other tasks as requested by the Director of Finance and Administration and Chief of Party

Position Requirements:

  • Previous professional experience in HR and administration, relevant BA preferred
  • Prior experience in a management role on a USAID funded program highly desired
  • Knowledge of local labor laws and regulations
  • Progressively responsible experience supervising project operations, including human resources and procurement
  • Demonstrated experience coordinating and collaborating with various stakeholders
  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities
  • Professional and mature demeanor and conduct
  • Written and spoken proficiency in English is required
  • Bangladeshi and South Asian nationals are encouraged to apply
