Requirements

Additional Requirements

  • Experience: Minimum 5 years of waste management experience with a focus on Solid Waste Management (SWM), preferably in Bangladesh.

Skills and Competencies:

  • Proficient in MS Office, particularly Excel and Word, with skills in writing evidence-based, result-oriented reports.
  • Experienced in capacity building and coaching on SWM, along with program design and implementation to achieve aligned goals.
  • Prefers municipal-level SWM experience and has field experience in developing and implementing social and behavior change projects.
  • Possesses strong technical, programming, and management skills, coupled with in-depth knowledge of Union Parishad, Paurashavas, and Upazila practices.
  • Familiar with SWM management plans at local government levels, and has an extensive professional network.
  • Deep understanding of national policies on climate-resilient SWM and profound knowledge of sector-related policies and tools.

Responsibilities & Context

  • Reportable To: Deputy Team Leader
  • Workstatio: nWaterAid Bangladesh Country Office, Dhaka
  • Working Hours: 37.5
  • Contract Tenure: Long Term
  • Travel: Willingness to travel on a regular basis to remote areas of Bangladesh. It is expected that 30-40% time should be dedicated to travel.

  • External: Partner Non-Government Organisation, Donor, govt. entities at both national and local level etc

Job Purpose

  • Within the GO4IMPact project, the incumbent will be responsible for providing strategic technical and policy advice and programmatic assistance on all SWM matters, including reviewing relevant policies and regulations related to SWM. This role will also include, but is not limited to, coordinating, networking, capacitating, and liasioning with the relevant government representatives for SWM, especially the relevant ministries and line agencies in selected Paurashavas and Union Parishads.

Key Responsibilities

  • Design and implement Solid Waste Management (SWM) solutions, develop and monitor SWM plans for Union Parishads (UPs) and Paurashavas,
  • Engage with central government institutions in dialogue to improve circulars / policies/ strategies/guidelines
  • Conduct inter-ministry /department consultation meetings on relevant policies/ strategies/guidelines
  • Develop manuals for local governments’ roles in public services
  • Review relevant national policies, conduct situation analysis at UPs and Paurashavas, as well as ensure communication with government representatives
  • Orient and train stakeholders, assist in program development and management, and provide strategic advice on SWM and pollution control
  • Facilitate community dialogues and horizontal learning, support innovative projects in SWM and IWRM,
  • Assist in developing SWM plans at UP and Paurashava levels and monitor the implementation of the plans
  • Conduct scoping studies on waste generation and recycling
  • Develop input papers on SWM for governance
  • Plan and support in implementing SWM plant installations for improved waste collection and transportation
  • Promote waste segregation and recycling, and strengthening regulations
  • Organise national and international events, and coordinate interministerial meetings
  • Support documentation and knowledge management

Compensation & Other Benefits

  • Monthly gross salary BDT 92,466/-. In addition, festival bonus, provident fund, gratuity, life insurance for self, health insurance for self, spouse and children, cell phone allowances etc. are applicable as per policy provision.
