Additional Requirements

- 2-3 years’ experience with DRR project with a focus on vulnerable groups will be given as advantage mainly in Barishal area
- Experience participating in training (material development, training facilitation) and coaching of beneficiaries and on-the-job capacity building of community workers
- Have sound knowledge on disaster management and implement relevant projects
- Own laptop and own bike with valid driving license is preferable
- Experience and comprehensive understanding of disability issues, awareness-raising, and training implementation and reporting
- Experience working in a remote community setting is an advantage
- Proven analytical and planning skills
- Knowledge of disability and development issues in Bangladesh
- Have the capacity to maintain close relationships with partners, stakeholders, and clients
- Experience in contributing to data collection and indicator tracking within development projects or programs
- Computer knowledge (MS Office package- both in English and Bangla)
- Excellent communication skills in both verbal and written Bengali and English
- Ability to work under pressure and in a multicultural team environment
- Availability to travel to remote areas and spend time at the field level.· Strong teamwork approach

Responsibilities & Context
Association of Voluntary Actions for Society (AVAS) has been working in Bangladesh since 1998, with a vision of “Environment friendly, gender sensitive, fair and self dependent plural society” in Bangladesh.
AVAS is currently implementing development and humanitarian projects in Barishal Division. AVAS is looking for a Senior Technical Officer –DRR for its “Assistance to persons with vulnerabilities through logistics support and capacity strengthening of Humanitarian stakeholders in Cox’s Bazar and Barishal districts in Bangladesh” Project ” funded by CDCS and Handicap International-Humanity & Inclusion (HI). Senior Technical Officer –DRR will support to Project Manager who contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in the country where s/he is based.
The Senior Technical Officer –DRR will be responsible for the implementation of technical part related to disaster preparedness and capacity building initiatives for team as well as relevant stakeholders, ensuring the optimal quality and impact of the project along with close supervision of Project Manager S/he will mobilize the team and ensure effective collaboration with HI Inclusion Officer and make sure inclusiveness in all activities of disaster preparedness.
S/he will ensure technical collaboration with district level DRRO and Upazila level PIO to ensure effective implementation of ICRRAP and contingency plans.

Lead disaster preparedness and ensure effective implementation of DRR activities Support identification of people with disabilities through household baseline survey Conducted ICRRAP sharing/feedback meeting with community level, SHGs level, UP, Upazila level.

- Develop feasibility assessment tools for community level
- Provide ongoing support to beneficiary households through coaching and household or workplace visits, including on disaster resilience
- Support skill development of Upazila Coordinator, Union Facilitator and beneficiary households, through the identification of training needs, planning, organization and facilitation of training and/or identification of external training providers
- Ensure respect of AVAS and HI technical policies, methods and approaches in order to ensure quality during project implementation, in linkage with the Technical support of HI. Build linkages with the local community, Disaster Management
- Committees and other local stakeholders
- Ensure effective cooperation, coordination and representation of the project with local stakeholders in Ensure effective co-operation, coordination and representation of the project with local stakeholders in working area
- Close coordination with Union elected bodies specially with chairman to build good working relation of 10 unions and municipality (Barishal Sadar & Mehendiganj Upazila) Close coordination with District DRRO and PIO to build good working relation
- Support SHG in conducting advocacy with governmental authorities and facilitating access of people with disabilities to existing governmental safety nets or other services.
Oversee community awareness sessions conducted by Union Facilitators Capacity building of Upazila coordinator and union facilitator and other service providers:
- Capacity building of field team on theoretical and practical skills related to DRR issues. Provide on job training on Inclusive
- Community Risk Reduction Action Plan(ICRRAP) for field team
- Build up field team capacity on data collection for community level contingency plan
- Capacity building of field team on ICRRAP tools use of community level Ensure the linkage between DRR by collaborating closely with HI Inclusion Officer
- Contribute to community level contingency plans develop and implementation in collaboration with the Inclusion Officer, based on the ICRRAP
- Collaborate closely with the Inclusion Officer and project manager at every step of the project
- Contribute to the monitoring, data collection and documentation processes of the project related to disaster preparedness
- Ensure indicator and project index tracking related to the progress of beneficiaries towards in working area
- Contribute to development and roll out of monitoring tools, data collection and report writing
- Prepare union contingency plan report Develop work plans, activity reports, meeting reports and other periodic reports
- Ensure that beneficiary households are provided with documents such as the community contingency plan etc.
