  • A minimum of 5 (Five) years of experience in developing capacity-building modules/materials on rights, governance, and development issues.
  • Prior experience in working with and the capacity building of diverse stakeholders including government and government agencies.
  • Sound understanding of good governance, public policy, legislation/laws review/analysis
  • Demonstrated experience and understanding of local government and municipalities of Bangladesh.
  • Excellent track record in designing and conducting Interviews, FGD, Questionnaire Preparation, etc. as well as in quantitative and qualitative research, analysis, and evaluation.

Physical Demand

  • As this is a field-based position, the incumbent must show willingness to be posted in the field (possible locations are mentioned above). The incumbent might need to travel to Dhaka and other project areas if the need arises. Hence, willingness to travel to other project locations is also a requirement.

Responsibilities & Context

Swisscontact was established in 1959 as an independent foundation of the Swiss Industry for international development co-operation. Swisscontact currently employs over 1,100 staff worldwide and manages 136 projects in 40 countries on behalf of public and private donors.

Swisscontact operates in Bangladesh for more than 50 years with projects mainly in Vocational Training, Labour Market Development and Entrepreneurial Ecosystems.

PRABRIDDHI is a project to foster Local Economic Development in selected Municipalities of Bangladesh, funded by Switzerland and Government of Bangladesh, and co-implemented by Swisscontact and the Local Government Department (LGD).

Swisscontact is seeking proposals from potential consultants willing to develop the municipal marketplaces through assessment and thereof enhancement of the existing market governance system.   • Contract duration: The duration of the contract is 7 months, effective from the date of signing

Place of work: This intervention focuses on improving governance and management practices in selected kitchen markets within the municipalities of Shibganj (Chapainawabganj), Jashore, Bogura, Bhairab, Dinajpur, Kushtia, and Cox’s Bazar. The chosen 2 (Two) consultants will assess and help enhance the existing governance systems of the markets from these areas.

Tasks

The Consultant’s task will be to develop a Market Operation Handbook for each of the 7 (Seven) municipality kitchen markets/ Pouro Bazaars, ensuring the following:

Market analysis:

  • Assessment of the roles of the stakeholders in the selected municipality kitchen markets/Pouro Bazaars (Municipality, Market Standing Committee (MSC) of the municipality, the Market Management Committee (MMC), market lessee (Ijaradar), vendors, and customers).
  • Identifying factors that limit the markets and their governing bodies in their operation.
  • A Participatory Approach is followed and maintained throughout the assignment to ensure the planning process is inclusive, engaging all marketplace stakeholders to gather inputs.
  • Assessment of the roles and responsibilities of the market lijardar and come up with suggestions for further improvement
  • Evaluation of the present status and maintenance of basic infrastructure in the selected marketplace.

Gap analysis:

  • Assessment of laws, rules, and regulations governing urban marketplaces, assess compliance with the rules and come up with suggestions for good practices.
  • Review of the process of constitution and composition of the Market Management Committee (MMC) to understand its function (Not all markets may have MMC in place. In the case of the absence of MMC in any market, the consultant’s task will be to establish such a committee).
  • Where necessary, the consultant may benchmark the functioning of the marketplace in the assessment of a well-functioning urban marketplace within the country and/or in any other country.

Capacity Development needs:

  • Exploration of the capacity of existing Market Management Committees (MMCs) and identify their constraints.
