Job Description

Chemonics seeks a Subawards Manager for the USAID-funded Bangladesh Ecosystems/Protibesh Activity. The activity aims to build the Government of Bangladesh’s (GOB) capacity to respond to a wide array of threats to biodiversity conservation in collaboration with civil society organizations and community stakeholders. It will also collaborate with and engage local partners in the effective management, protection and governance of critical forest and aquatic ecosystems while advancing economic incentives to further biodiversity conservation.

A. Specific Tasks/Responsibilities

The Subawards Manager will be managing the Protibesh subaward and grants fund strategy, provide tools, templates, and process guidance for all steps throughout the award lifecycle, including design, solicitation, due diligence, negotiation, award, monitoring, and closeout. Provides guidance to potential partners on application process and works hand-in-hand with technical team to identify subawards. Working under the direct supervision of the Operations and Finance Director the Subawards Manager will:

  • Ensure full compliance with all applicable USAID and Chemonics policies, practices and procedures (e.g. ADS, CFR, Protibesh Grants Manual) in place, including grant solicitation and selection procedures, grant awards, grant implementation, grant monitoring, evaluation and grant closeouts.
  • Advises and guides the technical team on the development for the various notice of funding opportunities (requests for applications, annual program statements).
  • Assists in evaluating grant concepts, proposals, and grant agreement/award documents to ensure adherence to the established grants management policies and best practices. Ensure special conditions are specifically taken care of.
  • As necessary, perform pre-award risk assessments to determine applicant management and technical capacities to administer grant awards.
  • In coordination with technical and operations staffs, analyze, assess, and assist with budgetary and financial aspects of grant applications, recipient financial management capacities, and planning for implementation and funds disbursement needs for grants implementation.
  • Draft, negotiate, and oversee initiation of grant agreements and modifications and extensions. In close consultation with the long-term technical team and provide inputs to the scopes of work and ensure that milestones, where applicable, comply with terms and conditions of the awards.
  • Ensure that all files are maintained in a current and complete manner in conformance with the Chemonics filing system (including uploading on SharePoint), and that they are always audit-ready.
  • As appropriate, develop and provide additional training for grantees as needed, such as budget development, USAID rules and regulations, and program coordination.
  • Supervises the Subawards Specialist and provides guidance for their professional growth and capacity building. Travel to Protibesh regions, as necessary.
