Responsibilities & Context

CONTEXT:

  • Water & Life Bangladesh (W&L Bangladesh) is a non-profit organisation established by Eau & Vie, a French NGO, that has been active in Bangladesh since 2010 to improve the living conditions of urban slum dwellers by implementing water networks, firefighting, hygiene promotion, sanitation, and solid waste management activities.
  • W&L Bangladesh works in close association with the social enterprise Shobar Jonno Pani Ltd. (SJP), also established by Eau & Vie, which is specialised in safe water supply for low -income communities who do not have access to water, aiming at creating quality-controlled piped and metered water supply networks that are financially viable and adapted to the needs.
  • Both W&L Bangladesh and SJP engaged in partnerships with the local communities, authorities, water operators, and other development stakeholders through two branches, one in Dhaka and the other one in Chattogram.

  • LOCATION: Based in Head Office, Gulshan 2, Dhaka.
  • REPORTING TO: Country Director
  • COORDINATION WITH: The Department Heads, Technical Advisors in France, all teams in the branches and at the Head Office.

Purpose:

  • Accomplishes strategic objectives of the organization to ensure permanent access to a reliable domestic water service, fire-fighting, hygiene training, community empowerment and emergency plans, as well as developing other essential community-based services according to the community needs and capabilities.

Job Responsibilities:

  • As part of the local Executive Committee and under the supervision of the Country Director, the Programme Manager of Water & Life Bangladesh is responsible for W&L programme development and implementation, including monitoring in all the branches across the country. The main responsibilities are the following:

Strategic development; Planning, Budgeting, implementation, management, supervision and evaluation:

  • Collaborate to develop strategic and operational plans for the W&L programme department, including the annual action plan and the annual budget.
  • Establish proper coordination, communication, and monitoring to ensure successful implementation of projects in accordance with the mission principles, policies, procedures, and guideline of the organisation
  • Lead activities relating to the planning, implementation, management, supervision and evaluation of W&L programmes in accordance with W&L strategy and standards
  • The role involves providing leadership and guidance to the branch team, ensuring they have the necessary skills and knowledge for effective role performance.
  • Generate new and innovative ideas for effective implementation of project activities and sharing them with the team members and various stakeholders as needed
  • Take part in the meeting of the Board Committee of W&L and SJP;

Program Design; Resource Development and prospection:

  • Collaborate with internal and external stakeholders to formulate effective new ideas and innovative strategies for programme & project development, or partnership opportunities, in alignment with the W&L strategy and standards.
  • Work closely with the W&L Partnership & Communication department in developing competitive project proposals to increase funding opportunities and harvesting maximize impact.
  • Assist the technical Advisor of eau et vie to develop programme intervention strategy, script, tools and modules
  • Produce, Implement and monitor the BCC/IEC materials;
  • Implement the expanded action plan of W&L (especially MoU signatures, network constructions, recruitments, openings etc.);
  • Work in close collaboration with SJP to develop and implement new projects and services of the social company.
  • Support to M&E team to find new area for further prospection & reporting

Stakeholder Management:

  • Foster a culture of collaboration, innovation, and knowledge sharing among team members and stakeholders.
  • Build and maintain strong partnerships with local communities, government agencies, NGOs, and other relevant stakeholders to effectively deliver safe and sustainable services
  • Represent Water and Life in relevant forums, conferences, and meetings within the region to advocate for programme issues and promote the best practices.
  • Attend inter department ritual meetings to maintain effective, coordination and collaboration for successful implementation of the program
  • Actively participate various stakeholder coordination meetings e.g. CWASA,DWASA,DNCC,CCC,SDC,SMC
  • In collaboration with SJP, work in close relationship with the community to ensure its mobilisation and the smooth development of the W&L activities

Administrative and financial management:

  • Check and approve bills and vouchers of project expenditure as per the financial policy of the W&L Bangladesh
  • Provide support to the procurement committee to maintain all procurement under the W&L programme to ensure procurement policy.
  • Provide oversight for the maintenance and proper use of all kinds of project materials and resources and keep the register/inventory.
  • Review and track respective monthly Budget Vs Actual expenditure together with the finance team, and lead any necessary corrective actions
  • Support to the external and internal audit team on financial activities consulting with Senior Finance Manager of the W&L

Human Resource Management:

  • Provide effective and inspiring leadership, direction, motivation and stewardship to program staff to cultivate a team culture.
  • Provide support to program team members for personal and professional development and provide managerial oversight of direct supervisees
  • Lead the recruitment and on-boarding of program team members in collaboration with the HR team

Compensation & Other Benefits

  • Salary Range: Not less than BDT 80,000
  • Compensation & other benefits: Two Days’ Weekend, PF, Gratuity, Medical Insurance, Two Festival Bonus (basic) per year, Mobile Allowance.
