Responsibilities & Context
General Position Summary: The Senior Program Officer-Project Development and Reporting will play a vital role in supporting Islamic Relief Bangladesh’s (IRB) Humanitarian and Resilience Programs. Working in leading proposal development process- concept note and project proposal writing on humanitarian projects, emergency response project and other humanitarian and resilience projects for internal and institutional donors, ensuring high-quality donor reporting, and advising teams on donor rules and compliance. The role requires, self-driven and motivated individual capable of managing complex programming with limited support, working collaboratively with internal and external stakeholders to achieve common objectives.
Fundraising & Grant Management- 30%
- Analyze and identify potential funding opportunities from diverse sources – internal & external donors which includes institutional donors like ECHO, SIDA, CIDA, Start network and other potential donors
- Develop effective fundraising strategies for successful engagement with donors, government and corporate sector.
- Lead the development of concept notes and project proposals, particularly for humanitarian response, recovery, rehabilitation, WASH, seasonal, DRR and resilience intervention.
- Prepare project budgets and project concepts/proposal to relevant personnel/department within specified timeframes.
Project Planning in Alignment with Humanitarian and Resilience Context- 20%
- Support the MEAL Team in conducting baseline surveys, mid-term and endline for various projects.
- Collect primary and secondary information using various data collection method (i.e., FGDs, CCM, KIIs etc.)
- Develop comprehensive project plans and other project documents.
- Ensure Bill of Quantities (BoQ) and technical designs are prepared by the technical coordinator prior to project design and budget preparation.
Effective project implementation -10%
- Support effective implementation of projects related to humanitarian response, recovery, rehabilitation, WASH, and seasonal interventions.
- Assist programme leads/supervisors in monitoring project progress.
- Track project budget and expenditure to ensure alignment with plans.
- Conduct frequent field visits for data and information collection related to report writing.
- Align project activities with organizational strategic objectives and goals.
- Assist in developing project implementation plan (PIP) considering proposal and local contexts.
Ensure Effective Reporting According to the Project Need -10%
- Conduct regular field visits to monitor program activities and performance.
- Monitoring and Evaluation of project interventions in line with approved project documents.
- Design comprehensive project monitoring and evaluation plan and system for projects.
- Contribute in developing various project plans (i.e., Gantt Chart, Quarterly Plan, Monthly Plan etc.)
- Develop participatory monitoring tools and apply those at the field level.
- Develop different visibility and IEC materials.
- Engag with major organizational advocacy issues, providing support for the key strategic campaigns.
- Assist to ensure that effective linkages with Government and Strategic Networks are established and maintained to ensure influence at the regional level.
- Participate for effective coordination between project teams, partner if any, network, clusters along with alliances and departments towards achieving the objective of projects/programme.
Management Information Systems under the Humanitarian Programme -5 %
- Ensure proper documentation of program and project-related papers, reports, and events.
- Develop process for project documentation and knowledge management. to be maintained and ensured.
- Provide technical support to project staff for documentation, implementation, and quality reporting.
- Ensure quality data collection, management, and analysis.
- Contribute to the development of qualitative and quantitative information management system.
- Ensure effective and efficient utilization of resource and project-specific materials
Other Requirements-5%
- Participate in seasonal programs (e.g., Ramadan, Qurbani, Winterization).
- Ensure local purchase and expenditure comply with Islamic Relief Bangladesh policy.
- Maintain inventory and essential register effectively.
- Support procurement processes, including requisition and follow-up.
- Ensure the security of project staff and participants during interventions.
- Travel frequently to remote project areas as required.
- Perform any other duties assigned by the Supervisor.
