  • Proven track record [8 years +] of developing, implementing and reviewing MEAL systems/strategies at senior level for both development and humanitarian contexts.
  • Solid work experience in monitoring and learning systems, including strong expertise in Research.
  • Good analytical skills, effective negotiator, with the ability to proactively influence cross sectoral and departmental buy-in.
  • Previous experience of successfully securing MEAL resources.
  • Experience in applying benchmarks of the Core Humanitarian Standard (CHS) Standard for accountability and quality program management.
  • Experience of conducting and/or commissioning Research and evaluations.
  • Technical expertise in one of SC’s main sectors in Bangladesh (Health, Nutrition & HIV/AIDS, Sponsorship programme, Education, Child Protection and Child Rights & Governance, and Child Poverty).
  • Experience of working with INGOs.
  • Solid understanding of quantitative and qualitative monitoring and evaluation methodologies, including skills in analysis, documentation and presentation of complex data/information.
  • Good organisational skills, the ability to pay close attention to detail and capable of reporting in a timely manner.
  • Ability to present complex information in a succinct and compelling manner, and to use innovative forms of communication.
  • Proven capacity to train and coach staff.
  • Fluency in written and spoken English.

The Opportunity: The Technical Director-Evidence & Learning (TD-E&L) will take the overall responsibility of ensuring elements of quality programmes, as defined by the full spectrum Quality Framework (evidence based, learning agenda, thematic excellence, Monitoring and Evaluation -M&E, accountability), are integrated into the overall management of country programmes (Development and Humanitarian Emergency context ). S/He will be responsible for developing and updating Country Office (CO) Monitoring Evaluation Accountability and Learning (MEAL) Framework in with line SCI Quality Framework (QF) and MEAL standards/procedures and provide strategic guidance, set quality standards, establish oversight mechanisms by ensuring strong, accurate and timely MEAL systems for all projects. S/he will be the senior lead in generating evidence that will demonstrate the impact of SCI’s work on children’s lives in Bangladesh (Outcomes for Children) and support the PDQ Director to create linkages for the use of that evidence for Innovative Programme and Policy work. S/He will lead in determining and undertaking research to deliver the CO’s evidence and learning agenda to inform SCI project design and implementation to deepen the impact of our work on children’s lives, as well as support PDQ to position the Bangladesh CO as a thought leader and influencer on wider policy and practice around our breakthroughs in child survival, learning, development and protection. S/he will lead the Research, Evidence, Knowledge, & MEAL team to bring together data and findings from Research, Evidence, Knowledge, & MEAL system to form a coherent basis for analysis of what works, what does not and which promotes learning for programme design and strategy development, including improved measurement and quality of work on the ground. As a member of Extended Senior Management Team (ESMT), the role will also involve analysing the data and provide input to the country leadership to inform strategic decision making.
