QUALIFICATIONS AND EXPERIENCE:

ESSENTIAL:

Working Experience: 7 years of working experience in safety and security in reputed large organization, including 3 years in management position. Experience in working with law enforcement and security forces will be an advantage. Cross-functional working experience is highly desirable, esp. related to areas like Crisis Management, Business Continuity and Organizational Resilience. Work in CHT and Cox will be an advantage.

Job related knowledge: Excellent understanding on the safety and security current issues and measures including equipment.

Responsibilities & Context

The influx of 700,000 Rohingya refugees in 2017 in Cox’s Bazar, coupled with the large increase in humanitarian assistance, has created or exacerbated social and economic challenges for host and impacted communities in a region prone to natural disasters. The situation further deteriorated due to intensifying inflation, depressing local wages, and distorting market systems. Access to jobs, finance, drinking water, and government services have all been strained due to the crisis, in addition to depletion of natural resources, groundwater and forests. This ongoing situation poses significant challenges for the communities directly responsible for hosting the refugee camps, but can also be felt in the region surrounding the Rohingya camps. The resulting social tensions and growing resentment among the host community towards Rohingya amplify the complexity.

The entire Chittagong Hill Tracks (CHT) and Cox’s Bazar region – ecologically critical in nature – are also emerged as a climate-disaster hotspot. Erratic rainfall, seasonal and flash floods, tidal surges, cyclones, landslides, and droughts, continuously resulting loss of crops, houses, and lives. To address these issues, United States Agency for International Development (USAID) in Bangladesh has initiated the ‘Host and Impacted Community Resilience Activity (HICRA)’ program, targeting host and impacted communities in Cox’s Bazar, and the Chittagong Hill Tracts districts. The program aims to enhance well-being and resilience through interventions in economic growth, livelihoods, natural resources management, WASH (with a focus on safe drinking water), DRR and eventually achieving ultra poor graduation by the program participants.

HICRA program – the largest localization initiative supported by USAID in Bangladesh – is managed by Friends In Village Development Bangladesh (FIVDB) led consortium with DevWorks International, Helen Keller International, Christian Aid, International Initiative for Impact Evaluation and Nature Conservation Management (NACOM) as technical partners, and ASHIKA Development Associates, ANANDO, Bolipara Nari Kaylan Somity (BNKS) as implementing partners, following locally-led development approach. HICRA is expected to capacitate consortium NGOs with more resources for innovation and growth, through promoting collaboration, coalition-building, and advocacy at various levels.

ROLE PURPOSE:

Applying a Security Risk Management approach, this position will be responsible to ensure safety and security management of all HICRA staff and properties (both leased and own) in compliance with FIVDB policies & standards in coordination with COP & ED. The position holder will also be responsible to maintain all safety and security equipment and closely coordinate with other functions like Operations, Risk Management, Human Resources and others.

KEY AREAS OF ACCOUNTABILITY:

Key Area 1: Security Risk Management

• Threat analysis and security risk mitigation

• Work closely with operations regarding specific security risks and threats related to programme and project implementation, advise on mitigation measures on Risk Assessments and related issues.

• Keep Standard Operating Procedures (SOPs), the safety security management plan and strategy.

• Closely work with the Risk Management Department and contribute to the HICRA and FIVDB Risk Management Plan (RMP) and Business Continuity Plan.

• Conduct safety security briefing to all incoming international visitors

Key Area 2: Equipment Management

• Ensure ID cards availability for all staff and visiting expatriates

• Ensure adequate first aid box are placed in office premises and all vehicles in coordination with concerns

• Maintain fire extinguishers (as per standard) placed in all premises and vehicles

• Maintain CC Camera, smoke detectors, metal detectors operations

• Ensure efficient access control & attendance system in coordination with ICT

• Manage radio and wireless communications

Key Area 3: Emergency Evacuation Plan

• Design and update emergency exit plans for all offices

• Ensure emergency exit plans are placed in each floor

• Manage MEDEVAC as and when required

Key Area 4: Training

• Actively promote FIVDB safety & security policy and standards through orientation programs in coordination with Human Resources,

• Monitor compliance with FIVDB safety & security training requirements

• Organize periodic fire drill, earthquake drill & first aid training to all staff

• Mock drill on emergency evacuation in all offices

• Orientation on safety security management plan

Key Area 5: Service Contract & Liaison

• Ensure service contracts with safety security service providers.

• Maintain strong liaison with the service providers to support sudden issues

Key Area 6: Safety Security Management

• Form FIVDB SSFP Forum to ensure standard operation in field/sub offices

• Keep liaison & communication with field office SSFPs

Key Area 7: Crisis Management & Humanitarian Response

• According to FIVDB policy, safety & security is also expected to actively participate in crisis management and provide specific security risk management advice

• Respond to any natural disaster or emergency situation as per Emergency Preparedness Plan (EPP) and support a humanitarian response operation accordingly

Key Area 8: Others

• Supervise outsource security personnel if any and provide orientation on FOVDB safety security policy

• Ensure adequate number of different access cards for visitors, volunteers, auditors etc

• Liaison/establish relation with UN/Govt and other relevant agencies related to safety & security

• Security alert to staff (Hartal, Blocked, Manmade disasters)

• Ensure proper Incident reporting mechanism as per FIVDB standard

• Conduct periodic risk assessments for offices and programs

• Work with the Finance team to enhance partner organizations’ capacity in safety security management at their organization

Contributory PF, Gratuity amounting to 1.5 times of basic salary, a festival allowance equal to 2 times of basic salary, leave enmeshment for up to 15 days upon separation, and other benefits as per FIVDB’s project policy.
