Responsibilities & Context
Key Responsibilities:
STRATEGY & VISION
- Contribute to the development of WASH sector strategy of PMO based on a strong contextual understanding of Cox Bazar and in line with BDRCS country programme strategy and values.
- Support BDRCS WASH technical staff, partners WASH sector leads and other key stakeholders in formulation of programme design, strategy and monitoring.
- Proactively identify project development opportunities, new thematic areas of technical intervention and strategic partnerships that would promote care and maintenance and expansion of the WASH portfolio as per the community needs in Cox’s Bazar camps and Host Communities.
DESIGN AND PLANNING
- Contribute to the design of new proposals, and concept notes for the WASH programme based on sectoral and contextual knowledge.
- Integrate the use of community approaches (PHAST, CHAST, CLTS and SLTS) in the design, implementation, and maintenance of the WASH infrastructure and other such community mobilization activities.
- In conjunction with PMER, design, lead and supervise baseline and end line surveys (including KAP, PIM, PDM), programme evaluations and sharing of findings and recommendations for programmatic changes
- Develop programme budget in close coordination with the Operations Manager and finance department to ensure programs are financially covered and provision for care and maintenance and expansions are made.
- Ensure the mainstreaming of protection, gender and inclusion and community engagement and accountability through the design and planning of sector interventions
PROGRAM MANAGEMENT AND COORDINATION
- Provide technical oversight to the operation teams and oversee the implementation of WASH activities, including rehabilitation/renovation of water systems, solid waste management, hygiene promotion, Faecal sludge management and sanitation infrastructure in camps, host communities and institutions.
- Prepare project budget forecast, update and monitor budget control through the ERP system and remain a budget holder of the WASH component in the operation
- Participate in pledge review meetings to share operations updates and track the progress of expenditure regularly- monthly, quarterly, six monthly and annually.
- lead in the preparation of the procurement plan based on the project cycle, ensuring the purchase, distribution, and monitoring of goods and services
- Prepare monthly work plans and travel requests for field visits, monitoring, coordination meetings, sector meetings, and meetings with the camp in charge and union officer and other such meetings with stakeholders
- Timely preparation of monthly, quarterly, interim, and final donor reports for WASH activities.
- Participate in resource mobilization planning, donor visits, innovative initiatives, and nature-based solutions related to WASH activities
- Ensure the adoption of appropriate WASH designs and technologies, taking into account cost-effectiveness, cultural awareness and protection of the environment
- Stay informed of incidents as they arise through the field and are raised through the feedback/complaint mechanism
- Work with the Program team to overcome implementation challenges based on practical solutions.
- Ensure documentation and filing of project activities in compliance with IFRC policies and procedures
- Ensure that the implementation of all WASH activities is compliant with the grant requirements.
- Produce technical design/ drawings, BoQ, feasibility study reports and other technical documents necessary for all WASH hardware components
- Maintain accepted Infrastructural standards for the sector and ensure that project staff, implementing partner agencies and recipient communities understand, accept and adhere to these standards.
- Review projects at the proposal and different stages of the implementation to ensure national and international construction protocols including appropriate environmental safeguards are maintained.
- Regularly review the physical progress of the construction works and produce progress reports to ensure accuracy and consistency with the overall project/ donor reporting requirement.
- Support and train community facilitators, volunteers and BDRCS staff on WASH technical (hardware and software) as required
- Support the assessment of needs and resources required for WASH activities in an evolving situation together with other team members and jointly plan appropriate integrated responses
- Monitor the impact of WASH activities and provide regular information for reporting and follow-up.
- Represent IFRC at WASH coordination forums and working groups of ISCG with BDRCS counterpart.
TEAM MANAGEMENT
- Provide supervision and support to technical staff, including on-the-job training and coaching of senior national staff, regular performance reviews, and following up on individual professional development planning for the WASH team
- Provide required technical support to the Logistic/ procurement department for the preparation of tender documents, specifications and tender evaluation
