  • Knowledge of development and humanitarian work of the NGO sector.
  • Knowledge of working on the HOMERE or similar applications.
  • In-depth knowledge of labor law and HR best practices.
  • Fluent in Chittagonian Dialect / Rohingya Dialect would be an added advantage.
  • Knowledge of donor procedures(PRM, GIZ, and other institutional and private donors).
  • Good knowledge and understanding of diversity and inclusion practices.
  • Ability assess training needs, develop and deliver trainings.

Responsibilities & Context

Human Resources Management for Nationally Recruited Staff:

Manage the day-to-day Human Resource functions of the Programme as they relate to nationally and regionally recruited staff, including, but not limited to:

Manage and coordinate the recruitment process for new/vacant positions in conjunction with the relevant line manager. This will include updates to job descriptions, RRF, advertising the vacancy, drawing up the long-list, interviewing potential candidates and making the appointment.

Ensure that recruitment and hiring procedures are respected: validate the recruitment needs, and post profiles and contracts.

Update internal policies and procedures in accordance with the legal framework

Work with line managers and prepare induction schedule to ensure all new staff receive a relevant and appropriate induction when commencing employment with Tdh.

Follow the correct procedures according to Tdh policy and local labour laws when renewing or terminating a staff member’s contract.

Regular review, update and/or development of employment documentation for nationally and regionally recruited staff, including job descriptions, employment contracts and staff guidelines, ensuring they meet the requirements of local labour laws.

Liaise with other NGOs, local service providers and field management to ensure salaries and benefits for nationally and regionally recruited staff are in-line with similar organizations, meet the requirements of local labour legislation and are within budget

Consolidate and update the mission organization chart in collaboration with the HR Coordinator.

Ensure frequent discussions with Project Managers and Coordinators in order to plan recruitments in projects without delays.

Conduct efficient and sufficient reference checks for all potential candidates and archive all process steps in organized files.

Support the Deputy HR Coordinator and Finance Coordinator during the process of Auditing by providing HR files review by donors and government authorities in a timely manner.

Reporting and management of human resource matrix such as produce report on key matrix including remuneration, benefits, absenteeism and turnover of stff.

Systematically provide HR briefing to newly recruited staff.

Training and Development

Support line managers to identify training needs, implement capacity building plan, monitor effectiveness of training program for all staff.

Liaise with the Coordinators and project managers to allocate resources for staff’s capacity building

Follow up on the national and international training received by the staff and ensure coaching support is provided to those lagging behind

Source in-house and external training opportunities as appropriate, working within budgetary and operational constraints.

Administration

Facilitate and deliver staff performance management program that drive high performance culture and staff efficiency.

Oversee performance management to ensure line managers conduct performance appraisals within the required timeframes, and necessary paperwork is completed according to the latest guidelines.

Ensure all staff HR files are archived according to Tdh policy and any donor requirements.

Maintain documentation according to Programme procedures. This may include staff plans, holidays, sickness, other absences, training records, insurance, pensions, other benefits, taxes, etc.

Staff Management

Manage and oversee the Programme HR staff, including recruitment, day-to-day management, development and training, appraisal, etc.

Ensure that the newly joined staff are oriented properly on Tdh mandate, values and probation is done on a routine basis.

Mentor direct report and provide coaching to help them reach there maximum potential.

Quality Management

Promote and ensure Tdh Child Protection Policy, Code of Conduct, and PSEA procedures are in place with regular staff training, as needed.

Follow up with the Safeguarding focal points for ensuring the capacity building of the staff on the safeguarding measures and reporting lines.
