Job Context:

SAINT-Bangladesh is a value based independent, non-profit and Non-Government Organization (NGO), participating in survival strategies of coastal poor. It believes in integration of right based approach in striving for people centered sustainable development initiatives, maintaining a level of transparency, participation, accountability, child and gender sensitivity and respect to human rights and dignity principles in management. SAINT-Bangladesh is seeking a professional for the position of Finance Officer for the project title of “Empowerment and Equity: Transforming the Lives of Women in Fisheries in Barisal Sadar under Empowering Women through Civil Society Actors (EWCSA) project, by Oxfam Co-funded by European Union. The project will be implemented in Barishal district from July 2024. Note that this requirement will depend on the availability of donor fund.

Job Summary:

The Finance Officer is responsible for managing financial transactions, maintaining financial records, and ensuring compliance with financial policies and regulations. This role involves budgeting, financial reporting, and supporting the financial health of the organization to ensure that all financial practices are transparent, efficient, and effective.

The Finance Officer will ensure that all project components are executed effectively, adhering to timelines and budgetary constraints. This role involves coordinating with stakeholders, guidance of the project staff, ensuring compliance with Oxfam, European Union and SAINT-Bangladesh’s guidelines.

Key Responsibilities:

Financial Management:

  • Oversee day-to-day financial operations, including accounts payable, accounts receivable, and payroll.
  • Maintain accurate and up-to-date financial records and ensure timely reconciliation of bank statements.

Budgeting and Forecasting:

  • Assist in the preparation of annual budgets and financial forecasts.
  • Monitor and analyze budget performance, providing variance reports and recommendations for corrective actions.

Financial Reporting:

  • Prepare and submit regular financial reports, including monthly, quarterly, and annual financial statements.
  • Ensure compliance with statutory reporting requirements and prepare documentation for external audits.

Internal Controls and Compliance:

  • Implement and maintain internal controls to safeguard the organization’s assets and ensure compliance with financial policies and procedures.
  • Conduct periodic audits and reviews to ensure adherence to financial regulations and organizational policies.

Donor Reporting and Compliance:

  • Manage donor funds, ensuring compliance with donor guidelines and reporting requirements.
  • Prepare and submit donor reports, ensuring accuracy and timeliness.

Cash Flow Management:

  • Monitor cash flow to ensure adequate liquidity for operational needs.
  • Prepare cash flow forecasts and manage cash reserves effectively.

Financial Analysis and Advisory:

  • Conduct financial analysis to support decision-making, including cost analysis, profitability analysis, and financial performance reviews.
  • Provide financial advice and recommendations to management on financial strategies and improvements.

Team Coordination and Support:

  • Supervise and mentor junior finance staff, providing training and support as needed.
  • Coordinate with other departments to gather financial data and provide financial guidance.

Key Performance Indicators (KPIs):

  • Timeliness and accuracy of financial reports and budgets.
  • Compliance with financial regulations and policies.
  • Effectiveness of internal controls and audit outcomes.
  • Quality and timeliness of donor reports.
  • Cash flow management efficiency.
