- Minimum of four years of experience in private sector engagement and market system development, focusing on public-private partnerships, resource leveraging, and market-driven solutions, preferably in Northwest Bangladesh.
- In-depth understanding of agricultural extension systems, particularly within the livestock sub-sector in Northwest Bangladesh.
- Familiarity with the challenges of accessing extension services and market opportunities for livestock farmers and SMEs, with the ability to recommend innovative solutions.
- Experience in providing advisory, mentoring, and capacity-building services to livestock farmers, SMEs, and anchor firms, emphasizing women and youth in accessing livestock extension services.
- Proven ability to work collaboratively with diverse stakeholders, including government officials, private sector actors, and extension service providers.
- Strong analytical and relationship-building skills, with experience working in partnership with local communities, government, private companies, financial service providers, associations, and NGOs.
- Ability to negotiate, advise, and resolve complex and sensitive issues, and communicate effectively with individuals at all levels, both internally and externally.
- Proficient in writing clear, concise, and well-organized documents in both English and Bangla, with well-developed presentation skills, including the use of graphs and tables.
- Proven ability to work effectively under pressure in an environment with multiple projects, shifting priorities, and tight deadlines.
- Fluency in Bangla and English, with experience in writing analytical reports and strong facilitation skills.
- Proficient in MS Excel, MS Word, MS PowerPoint, and communication applications software, with a strong work ethic, self-motivation, and the ability to work independently or as part of a diversified team.
Responsibilities & Context
The Private Sector Engagement Specialist-Extension and Market (PSE Specialist-EM) will work under the direct supervision of the Market System Development Lead, providing technical support to enhance access to extension services and market opportunities for livestock farmers, Local Service Providers (LSPs), Small and Medium Enterprises (SMEs), and market actors, with a focus on women and youth. The role will contribute to increasing livestock productivity, facilitating trade by linking producers with buyers and input providers, promoting climate-smart livestock technologies, and building the capacity of market actors from both the public and private sectors. Responsibilities include managing relationships with private sector entities, leveraging private capital for livestock activities, and coordinating SMEs with market actors to boost competitiveness. The PSE Specialist-EM will collaborate with government and private extension service providers to develop and promote innovative business models. Additionally, s/he will serve as the key focal point for engaging regional private sector partners, including financial service providers (FSPs) and ICT partners and co-creating solutions to achieve project goals.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Private Sector Engagement:
- Identify and engage private sector firms, SMEs, business associations, and stakeholders at national and regional levels to address climate risks and challenges in cattle and goat market systems.
- Organize workshops and meetings with stakeholders to gather input for designing and developing relevant program activities and partnership mechanisms.
- Co-create innovative opportunities with public and private extension service providers in the livestock sub-sector, utilizing grants, and other partnership mechanisms to leverage resources, technologies, and expertise.
- Collaborate with large firms, start-ups, and SMEs to develop and implement innovative business models that increase the competitiveness of the livestock sub-sector, including access to upgraded technologies.
- Maintain regular communication with private sector partners to ensure timely implementation of activities under grants, consultancies, and other partnership mechanisms.
- Monitor and track the progress of private sector-led interventions, reporting on activity accomplishments and financial expenditures.
- Provide support and monitor pre-investment and post-investment activities, assessing their impact.
- Maintain positive working relationships with private sector entities, GoB representatives, and ensure women and youth inclusion in project activities.
