  • Familiarity with the challenges smallholder livestock farmers, especially women, face in accessing agricultural lending, with the ability to recommend innovative solutions for sustainable investment.
  • Experience in providing advisory, mentoring, and capacity-building services to livestock farmers, and SMEs with a focus on improving financial literacy and digital financial services to enhance farm productivity and profitability, especially for women and youth.
  • Demonstrated ability to work collaboratively with diverse stakeholders, including government officials, private sector actors, and extension service providers.
  • Strong analytical and relationship-building skills, with experience working in partnership with local communities, government, private companies, financial service providers, associations, and NGOs.
  • Ability to negotiate, advise, and resolve complex and sensitive issues, and communicate effectively with individuals at all levels, both internally and externally.
  • Proficient in writing clear, concise, and well-organized documents in both English and Bangla, with well-developed presentation skills, including the use of graphs and tables.
  • Proven ability to work effectively under pressure in an environment with multiple projects, shifting priorities, and tight deadlines.
  • Fluency in Bangla and English, with experience in writing analytical reports and strong facilitation skills.
  • Proficient in MS Excel, MS Word, MS PowerPoint, and communication applications software, with a strong work ethic, self-motivation, and the ability to work independently or as part of a diversified team.

Responsibilities & Context

The Private Sector Engagement Specialist-Access to Finance (PSE Specialist-A2F) will work under the direct supervision of the Market System Development Lead, providing technical expertise in Private Sector Engagement (PSE) and Financial Inclusion. The role focuses on engaging private sector partners and financial service providers to improve access for livestock farmers and SMEs to financial products and services, enhancing market linkages, promoting climate-smart livestock technologies, and building the capacity of market actors to increase productivity and improve livestock trade.

Responsibilities include identifying and managing relationships with private sector entities, creating incentives to leverage private capital for livestock activities, and coordinating SMEs with other market actors to boost competitiveness. The PSE Specialist will collaborate with Financial Service Providers (FSPs) to develop and customize financial products, deliver financial literacy training, and promote these offerings to livestock farmers and SMEs. As the key focal point for private sector partnerships, including FSPs and SME partners, the PSE Specialist will co-create financial products focusing on innovative solutions with commercial banks and private sector stakeholders, leveraging resources, technologies, and expertise to achieve project goals.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Private Sector Engagement:

  • Identify and engage private sector firms, financial service providers, SMEs, business associations, and other stakeholders at national and regional levels to address climate risks and challenges in cattle and goat market systems.
  • Lead stakeholder engagement workshops and meetings to gather input for designing and developing innovative digital financial products and services for targeted and partnership mechanisms.
  • Collaborate with private sector and financial services and insurance including commercial banks and insurance companies to identify innovative opportunities and co-create solutions, such as grants, MoUs, and other partnership mechanisms, leveraging resources, technologies, and expertise.
  • Collaborate with large firms (e.g., FSPs, input suppliers, animal health companies, milk and meat processors) and SMEs to develop and implement innovative business models that improve smallholder livestock farmers’ access to agricultural lending, with a particular focus on women and youth.
  • The digital financial models for smallholder livestock farmers aim to enhance the competitiveness of climate-smart livestock farming practices by increasing access to capital and advanced technologies.
  • Maintain regular communication with private sector partners to ensure timely implementation of farmers’ access to agricultural credit through decentralized banking entities, supported by project grants, consultancies, MoUs, or other partnership mechanisms.
  • Monitor and track the progress of private sector interventions, supporting the reporting of both activity accomplishments and financial expenditures.
  • Support and monitor pre-investment and post-investment activities, assess their impact and maintain strong relationships with private sector stakeholders, including commercial banks and insurance companies while ensuring the inclusion of women and youth in project initiatives.
