Responsibilities & Context

The Finance and Administration Officer is responsible for providing administrative support, as well as accounting services, for ensuring internal sound control, financial reporting, training, and providing advice and support to relevant stakeholders within a comprehensive financial management structure, which is related to all operations of the Bangladesh. In close cooperation with the Finance and Administration Officer, will oversee the Datascape budgeting & financial planning, technical support in financial management and monitoring of income and expenditure for all the Datascape programmed under the Project. The Finance & Admin officer will be responsible for providing administrative, coordination and financial management support. In addition to the accounting services, the post holder will provide general support and advice on all programmed related financial issues from the budgeting to the final evaluation of the office and provide efficient financial management.

The Finance & Admin officer will assist the line manager in establishing effective administration and financial support functions for the Project and operations, ensuring that all efforts are undertaken in smooth coordination with Project stakeholders, Datascape as well as any other partners/external counterparts.

Finance:

  • Budget Management: Assist in the preparation and monitoring of budgets, ensuring alignment with organizational goals.
  • Financial Reporting: Prepare and analyze monthly, quarterly, and annual financial statements and reports.
  • Accounts Payable/Receivable: Manage accounts payable and receivable functions, including invoicing, payments, and collections.
  • Payroll Management: Oversee payroll processing, including salary disbursement, tax, and statutory deductions.
  • Bank Reconciliation: Perform regular bank reconciliations and resolve any discrepancies.
  • Audit Coordination: Assist in the preparation for internal and external audits, ensuring all financial records are accurate and up-to-date.VAT & TAX: To handle VAT & Income Tax related work of the company. Submission of VAT & Income Tax Return. Ensure proper documentation, control and maintain necessary records with respect to income tax-related issues, TDS, VDS, VAT & AIT & other hearing-related documents.
  • Cash Flow Management: Monitor and manage cash flow, ensuring sufficient funds are available for operational needs.

Administration:

  • Procurement: Oversee procurement processes, including vendor selection, contract management, and inventory control.
  • Office Management: Ensure smooth operation of the office, including maintenance of office equipment, supplies, and facilities.
  • Compliance: Ensure compliance with financial policies, procedures, and regulatory requirements.
  • Record Keeping: Maintain organized and up-to-date records, including financial documents, contracts, and administrative files.
  • HR Support: Provide administrative support for HR functions, including employee records management and benefits administration.
  • Logistics Coordination: Oversee logistics for meetings, events, and travel arrangements.
  • Travel /Accommodation: Responsible for all travel arrangements of the delegation staff, flight bookings, purchase tickets; make hotel/accommodation reservations and clear the payments and keep records thereof.

Filing system and record keeping management:

  • Ensure there is a Standardized filing system applied through the whole Project /operations.
  • Develop a process to review the filing system (hard and soft files) on a monthly/quarterly basis.
  • Keep track of all admin documents including registration all internal & external correspondence and records updated.
  • Responsible for proper record keeping of Project/operations admin activities.
  • Ensure good and clear communication, knowledge and information sharing mechanism with Local/International Clint.
  • Any other tasks assigned by the line management related to finance and administration.
