  • Proficiency in data analysis software (e.g., SPSS, STATA) and MS Office Suite.
  • Excellent report-writing and communication skills.
  • Ability to work independently and in a team, with strong attention to detail.
  • Experience in project management documentation.
  • Strong problem-solving and decision-making abilities.

Other Requirements:

  • Language: Strong command of English, both written and spoken, is essential.

Responsibilities & Context

Community Development Centre (CODEC) is going to implement the Contingency Partnership to Respond to Emergencies in Chattogram Division, funded by UNICEF Bangladesh; which will assist affected populations in Cumilla, Feni and Noakhali districts., Covering health, nutrition, WASH, child protection, education, and social behavior change.

The project targets over 600,000 individuals, focusing on pregnant women, children, and vulnerable groups. Key activities include medical camps, nutritional support, safe water and sanitation facilities, child protection, and educational continuity, all integrated with capacity development.

Duration – 6 months.

Job Summary:

The MEAL Officer will be responsible for developing, implementing, and managing the Monitoring, Evaluation, Accountability, and Learning (MEAL) framework for the project. This role involves designing and conducting assessments, monitoring project activities, analyzing data, facilitating learning, and ensuring accountability mechanisms are effective and responsive. The MEAL Officer will ensure that project activities align with the objectives and indicators outlined in the Implementation Strategy & Technical Guidance.

Key Responsibilities:

Develop and Implement MEAL Framework:

  • Create a comprehensive MEAL framework for the project, including methodologies and tools for monitoring, evaluation, accountability, and learning.
  • Ensure the MEAL framework aligns with the project’s objectives and donor requirements.

Assessments and Data Collection:

  • Design and conduct baseline, midline, and endline assessments to measure project impact and outcomes across Health, Nutrition, WASH, Child Protection, Education, SBC, and Capacity Development components.
  • Develop tools and methods for data collection and analysis, ensuring high-quality and reliable data.

Monitoring and Reporting:

  • Monitor the implementation of project activities, ensuring they are in alignment with the project’s objectives, indicators, and Implementation Strategy & Technical Guidance.
  • Collect, analyze, and report data on project performance, including both quantitative and qualitative findings.
  • Prepare and submit regular MEAL reports to the Project Coordinator, donors, and other stakeholders.

Facilitate Learning and Knowledge Sharing:

  • Facilitate learning and knowledge sharing among project staff, stakeholders, and beneficiaries.
  • Identify and document best practices, lessons learned, and areas for improvement.

Ensure Accountability Mechanisms:

  • Develop and implement accountability mechanisms, including feedback and grievance redressal systems, ensuring they are accessible and effective.
  • Monitor and respond to feedback and complaints from beneficiaries and stakeholders.

Capacity Building:

Provide training and support to project staff and partners on MEAL-related topics, including data collection, analysis, and reporting.

PSEA Policy-

S/he should abide by the Inter-Agency Standing Committee (IASC)’s six core principles on Protection from Sexual Exploitation and Abuse (PSEA) policy. Ensure the safety of team members (in respect to Prevention of sexual exploitation and abuse – PSEA) from any harm, abuse, neglect, harassment and exploitation to achieve the program’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

Contingent Task Assignments:

The Project Head may assign additional tasks based on the demands of the emergency situation and program requirements.
