Responsibilities & Context

Community Development Centre (CODEC) is going to implement the Contingency Partnership to Respond to Emergencies in Chattogram Division, funded by UNICEF Bangladesh; which will assist affected populations in Cumilla, Feni and Noakhali districts., Covering health, nutrition, WASH, child protection, education, and social behavior change.

The project targets over 600,000 individuals, focusing on pregnant women, children, and vulnerable groups. Key activities include medical camps, nutritional support, safe water and sanitation facilities, child protection, and educational continuity, all integrated with capacity development.

Duration – 06 months.

Job Summary:

The WASH Officer will play a crucial role in the implementation of Water, Sanitation, and Hygiene (WASH) interventions in the project areas. The officer will be responsible for leading field-level activities, including the disinfection of water points, rehabilitation of sanitation facilities, distribution of hygiene supplies, and promotion of key hygiene practices. Close collaboration with the Department of Public Health Engineering (DPHE) and other local authorities is essential to ensure successful project outcomes. The WASH Officer will also monitor progress and ensure that activities are documented and reported on time.

Key Responsibilities:

Lead WASH Interventions:

  • Lead and manage the implementation of WASH-related interventions in target areas, ensuring alignment with project objectives.
  • Supervise the disinfection of 1,000 water points and rehabilitation of 160 shared water points.
  • Oversee the restoration, operation, and maintenance of water points in households and shelters, ensuring the disinfection process is effective.

Sanitation and Hygiene Promotion:

  • Manage the cleaning and rehabilitation of sanitation facilities in poor households, shelters, and evacuation points.
  • Ensure the provision of 50 gender- and disability-friendly latrines for ultra-poor households.
  • Lead the distribution of Water Purification Tablets (WPTs), jerrycans, and 500 household-level handwashing facilities.
  • Train beneficiaries on the installation of tippi-taps and promote key hygiene messages to enhance community awareness and behavior.

Volunteer Recruitment and Training:

  • Recruit, train, and supervise 16 volunteers to conduct hygiene awareness sessions, ensuring proper coverage of affected areas.
  • Ensure volunteers are adequately trained to promote hygiene practices and facilitate hygiene behavior sessions in the community.

Collaboration and Coordination:

  • Work closely with the Department of Public Health Engineering (DPHE), local authorities, and other stakeholders to ensure the successful implementation of WASH interventions.
  • Attend coordination meetings, ensuring clear communication and collaboration between all relevant parties.

Monitoring and Reporting:

  • Monitor WASH outcomes and activities in target areas to ensure they meet project standards and timelines.
  • Collect and analyze data from the field to assess progress and identify areas for improvement.
  • Prepare and submit progress reports, including technical documentation, to the WASH Coordinator and other relevant stakeholders.

Distribution of Hygiene Supplies:

  • Organize and oversee the distribution of Standard Hygiene Packages, including menstrual hygiene management supplies, to adolescent girls and women in affected areas.
  • Ensure all supplies are distributed equitably and that recipients are trained in their proper use.

PSEA Policy-

S/he should abide by the Inter-Agency Standing Committee (IASC)’s six core principles on Protection from Sexual Exploitation and Abuse (PSEA) policy. Ensure the safety of team members (in respect to Prevention of sexual exploitation and abuse – PSEA) from any harm, abuse, neglect, harassment and exploitation to achieve the program’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

Contingent Task Assignments:

The Project Head may assign additional tasks based on the demands of the emergency situation and program requirements.
