  • Minimum of ten (10) years of progressive experience with an inter/national NGO/relevant development organization mainstreaming gender into skills development, social safety net programs to promote gender equity, including designing and facilitating training on gender, gender audit and/or gender program analysis, and gender-targeted support.
  • Proven ability to conduct gender and youth analyses, integrating findings into programming to promote gender equity and inclusive development.
  • Comprehensive understanding of social norms and gender strategies to create an enabling environment for NEET youth, emphasizing inclusion and community engagement.
  • Demonstrated knowledge of social norm strategies and their application in cross-cultural contexts to address gender and social issues effectively.
  • Proven skill in designing and facilitating participatory training and workshops, ensuring engagement and effective learning outcomes.
  • Effective communication skills to address complex or sensitive issues with stakeholders at all organizational levels, both internally and externally.
  • Strong analytical and writing abilities to implement gender mainstreaming and social inclusion policies, ensuring adherence to international standards and best practices
  • Sound knowledge of GESI, SEA/SH, Social Protection, CRC, PSEA, and safeguarding policies, with experience in applying these in project setting
  • High proficiency in computer applications including Google Suite, MS Office, and financial systems, with the ability to manage multiple assignments efficiently and meet tight deadlines.

Responsibilities & Context

The Ministry of Youth and Sports (MoYS), in collaboration with the World Bank (WB), is implementing the 48-month Economic Acceleration and Resilience (EARN) project to engage NEET (not in education, employment, or training) youth, with a special focus on women, in rural and semi-urban areas of Bangladesh. The project aims to economically empower NEET youth through education, skills development, employment, and enterprise support. It provides women-centric facilities, enhances employability by building employer linkages, and offers upskilling in Socio-Emotional Behavior (SEB) and Entrepreneur Development (ED). Additionally, incubation support for employment and entrepreneurship will be provided. To ensure the inclusion of women and underserved groups, the project will create an enabling environment through awareness-raising, community engagement, family-based planning, and monitoring. A total of 250 Upazilas have been selected for the project.

We are looking for a dynamic and experienced individual to take on the role of Gender and Social Norm Expert (GSNE) for our ‘Economic Acceleration and Resilience for NEET (EARN)’ project. We are currently inviting expressions of interest for this role, which is expected to commence in the second half of 2024 and will continue for a duration of four years.

The Gender and Social Norm Expert will play a key role in the “Economic Acceleration and Resilience for NEET” (EARN) project, leading efforts to mainstream gender and promote inclusive social norms across all project activities. Working closely with the Project Head and team, she/he will ensure that gender equality and social inclusion principles are integrated into every aspect of project design and execution. The Expert will provide programmatic and technical support, fostering collaboration with government counterparts and stakeholders to address negative gender stereotypes, shift attitudes, and reduce disability-related stigma, while creating an enabling environment for NEET women’s participation in education and employment opportunities.

  • Provide technical guidance on gender and social inclusion to senior management and key project staff, ensuring alignment with the project’s objectives and overall strategy.

  • Lead comprehensive gender analysis at the project’s inception to develop a robust gender strategy, setting the foundation for inclusive project implementation.

  • Oversee the integration of gender-focused activities into the project work plan and MEAL plan, making necessary adjustments to address emerging gender and inclusion issues.

  • Collaborate with the MEAL Advisor to track and report on gender and disability-related indicators, ensuring data is disaggregated and analyzed accurately across project components.

  • Mentor and train project staff and partners on gender, disability, and safeguarding/PSEA issues, enhancing their understanding and application of relevant tools, policies, and practices.

  • Develop and deliver training content on gender-sensitive pedagogy to subgrantees, ensuring that all training materials and participant engagement strategies are inclusive and responsive.

  • Provide overarching technical support to project partners, advising on the integration of gender considerations into their activities and ensuring consistent application across all levels.

  • Review and offer technical feedback on project reports and results, ensuring compliance with BRAC’s gender policies, disability strategies, and safeguarding policies, and assessing progress toward gender mainstreaming.

  • Create tools, frameworks, and resources to improve the inclusion process within the project, and contribute to communication materials that showcase the project’s achievements and lessons learned in gender programming.

  • Implement the safeguarding policy to establish a safeguarding culture across all levels of the programme. Act as a key source of support, guidance, and expertise on safeguarding to establish a safe working environment

  • Responsible for ensuring team members are appropriately trained, supported and have access to resources regarding issues that are identified and actioned in accordance with the safeguarding policy and procedure.

  • Follow the safeguarding reporting procedure in case any reportable incident takes place, and encourage others to do so.
