Additional Requirements

  • A minimum of 10 years of relevant experience in a reputable national or international NGO, or similar organisation, is required, with additional experience working on government or development partner-funded projects being highly advantageous. Additionally, 5 years of professional expertise in software development, integration, and database management is essential.

  • Expertise in real-time online MIS and GIS design, development, and integration to meet project needs and enhance data management capabilities.

  • Advanced skills in data analysis using SPSS, STATA, and Excel, with a strong understanding of data quality assurance and reporting requirements.

  • Knowledge of international donor regulations and M&E systems to ensure compliance and effective monitoring and evaluation.

  • Capacity-building abilities to train project and partner organization staff in M&E, IT, and real-time monitoring, fostering skill development and system utilization.

  • Leadership and communication skills for managing teams, presenting findings, and coordinating with stakeholders effectively.

  • Proficiency in troubleshooting and maintaining M&E and GIS systems, ensuring smooth operation and quick resolution of technical issues.

Responsibilities & Context

We are looking for a dynamic and experienced individual to take on the role of Management Information System Expert, for our ‘Economic Acceleration and Resilience for NEET (EARN)’ project. We are currently inviting expressions of interest for this role, which is expected to commence in the second half of 2024 and will continue for a duration of four years.

The Ministry of Youth and Sports (MoYS), in collaboration with the World Bank (WB), is implementing the 48-month Economic Acceleration and Resilience (EARN) project to engage NEET (not in education, employment, or training) youth, with a special focus on women, in rural and semi-urban areas of Bangladesh. The project aims to economically empower NEET youth through education, skills development, employment, and enterprise support. It provides women-centric facilities, enhances employability by building employer linkages, and offers upskilling in Socio-Emotional Behavior (SEB) and Entrepreneur Development (ED). Additionally, incubation support for employment and entrepreneurship will be provided. To ensure the inclusion of women and underserved groups, the project will create an enabling environment through awareness-raising, community engagement, family-based planning, and monitoring. A total of 250 Upazilas have been selected for the project.

The Management Information System Expert will design and implement a real-time online MIS for the EARN project, ensuring seamless deployment and operation in collaboration with partner organizations. This role includes integrating GIS features into mobile/web applications, managing data tools, and supporting spatial analysis. Furthermore, this position will work with BRAC’s central MIS team to define data needs, establish reporting mechanisms, and enhance digital platforms, while ensuring high data quality, training staff, and managing hardware and software requirements.    

  • Design and build an Android application for the online MIS, leading the successful rollout across the project and partner organizations in collaboration with the Project Management Unit (PMU).

  • Develop a comprehensive user manual and conduct Train-the-Trainer (ToT) sessions for key project staff, cascading training to relevant staff members in partner organizations.

  • Maintain the online MIS to ensure uninterrupted data flow and system updates through proactive communication with the solution provider.

  • Update and manage attribute data, assist in spatial analysis, collect GPS coordinates, and produce GIS outputs to support project needs.

  • Promote the utilization of digital platforms for effective project monitoring and support partner organizations in leveraging these tools.

  • Ensure data quality for reporting by conducting regular on-screen reviews, field checks, and surveys to verify accuracy.

  • Provide timely data for donor and stakeholder reporting, and support internal project staff in generating quarterly and annual monitoring reports.

  • Enhance the capacity of project and partner staff members through training on real-time monitoring, data utilization, and digital platforms for project outcomes.

  • Troubleshoot MIS and GIS input devices and software issues, recommending improvements to ensure smooth field-level processing and operations.

  • Implement the safeguarding policy to establish a safeguarding culture across all levels of the programme. Act as a key source of support, guidance, and expertise on safeguarding to establish a safe working environment.

  • Responsible for ensuring team members are appropriately trained supported and have access to resources regarding issues that are identified and actioned in accordance with the safeguarding policy and procedure.

  • Follow the safeguarding reporting procedure in case any reportable incident takes place, and encourage others to do so.
