  • Strong expertise in facilitating workshops, training sessions, coaching, and mentoring, with demonstrated ability in designing life skills and socio-emotional behavior manuals.
  • Proven ability to work collaboratively within multidisciplinary teams, adapt to unforeseen tasks, and communicate effectively with local communities and programme participants beneficiaries.
  • Experience working with NGOs, multilaterals, CSOs, CBOs, CSAs, and donors, with demonstrated skills in negotiation, coordination, and handling sensitive conversations.
  • High proficiency in both written and spoken English and Bangla, with strong public speaking, writing, and editing skills.

Responsibilities & Context

We are looking for a dynamic and experienced individual to take on the role of Community Engagement and Socio-Emotional Behaviour Expert, for our ‘Economic Acceleration and Resilience for NEET (EARN)’ project. We are currently inviting expressions of interest for this role, which is expected to commence in the second half of 2024 and will continue for a duration of four years.

The Ministry of Youth and Sports (MoYS), in collaboration with the World Bank (WB), is implementing the 48-month Economic Acceleration and Resilience (EARN) project to engage NEET (not in education, employment, or training) youth, with a special focus on women, in rural and semi-urban areas of Bangladesh. The project aims to economically empower NEET youth through education, skills development, employment, and enterprise support. It provides women-centric facilities, enhances employability by building employer linkages, and offers upskilling in Socio-Emotional Behavior (SEB) and Entrepreneur Development (ED). Additionally, incubation support for employment and entrepreneurship will be provided. To ensure the inclusion of women and underserved groups, the project will create an enabling environment through awareness-raising, community engagement, family-based planning, and monitoring. A total of 250 Upazilas have been selected for the project.

The Community Engagement and Socio-Emotional Behaviour Expert will collaborate closely with the Project Head to implement activities under component 3 of the project, fostering an enabling environment for NEET youth. This role will focus on engaging community members to drive active participation and awareness, ensuring youth’s social and emotional well-being. The position will also involve designing and facilitating programs that promote positive behavioral changes and community support systems, ultimately contributing to the project’s overall success.

  • Design and implement a community engagement strategy for field teams by conducting needs assessments and developing tailored plans that ensure active participation and inclusion of diverse community stakeholders.
  • Support and guide the project team in establishing community-level groups, such as Upazilla Coordination Committees (UCC) and community groups (CGs), by facilitating the setup process and ensuring alignment with project goals.
  • Develop and execute capacity-building strategies for community groups by identifying key areas for improvement and providing targeted resources and training for sustainable community leadership.
  • Orient and train field teams on capacity development methods for community groups by delivering structured workshops and resource materials, enabling them to effectively support community initiatives.
  • Collaborate closely with project team members to organize training sessions for community groups, ensuring that the content is relevant and supports the overall goals of the project.
  • Assist field teams in organizing courtyard meetings at the union level by providing logistical and strategic support to ensure community engagement and productive discussions.
  • Coordinate and support the project team in delivering Social, Emotional, and Behavioural (SEB) skills training for trainees by developing curricula and ensuring that training aligns with project objectives.
  • Assist in the recruitment of SEB skills trainers by participating in the hiring process, and provide necessary Train-the-Trainer (ToT) sessions to ensure consistent, high-quality instruction.
  • Work in collaboration with sub-consultants and joint venture partners to ensure the delivery of high-quality SEB training by monitoring content, methodology, and learner outcomes.
  • Implement the safeguarding policy to establish a safeguarding culture across all levels of the programme. Act as a key source of support, guidance, and expertise on safeguarding to establish a safe working environment.
  • Responsible for ensuring team members are appropriately trained supported and have access to resources regarding issues that are identified and actioned in accordance with the safeguarding policy and procedure.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, and encourage others to do so.
