Requirements

Education

  • Master of Social Science (MSS) in Sociology
  • Master’s Degree in sociology, social work, anthropology, women’s studies, early childhood development, or other related subjects from any recognised university

Additional Requirements

  • Minimum of 10 years of experience with reputable national or international NGOs or relevant agencies in child care, including at least 5 years in a supervisory role within child care centers, demonstrating expertise in providing oversight and guidance.
  • Proven expertise in developing and implementing educational and recreational programs aimed at fostering the physical, emotional, behavioral, and social skills of children.
  • In-depth knowledge of child protection standards, including safeguarding against violence, abuse, and exploitation, with practical experience in applying these standards.
  • Specialized training in early childhood development or childcare, showcasing a commitment to advancing the field through continuous professional development.
  • Demonstrated proficiency in enhancing child caregiver training systems and proposing improvements to better support child development outcomes and increase female workforce participation.
  • Experience with the operations of NGOs, multilaterals, CSOs, CSAs, and donor partners, with a preference for managing child care centers or early childhood education programs.
  • Strong communication and problem-solving skills, with the ability to handle sensitive issues, coordinate effectively, and adapt to dynamic environments, including fluency in English and Bangla.

Responsibilities & Context

We are looking for a dynamic and experienced individual to take on the role of Childcare Expert, for our ‘Economic Acceleration and Resilience for NEET (EARN)’ project. We are currently inviting expressions of interest for this role, which is expected to commence in the second half of 2024 and will continue for a duration of four years.

The Ministry of Youth and Sports (MoYS), in collaboration with the World Bank (WB), is implementing the 48-month long Economic Acceleration and Resilience (EARN) project to engage NEET (not in education, employment, or training) youth, with a special focus on women, in rural and semi-urban areas of Bangladesh. The project aims to economically empower NEET youth through education, skills development, employment, and enterprise support. It provides women-centric facilities, enhances employability by building employer linkages, and offers upskilling in Socio-Emotional Behavior (SEB) and Entrepreneur Development (ED). Additionally, incubation support for employment and entrepreneurship will be provided. To ensure the inclusion of women and underserved groups, the project will create an enabling environment through awareness-raising, community engagement, family-based planning, and monitoring. A total of 250 Upazilas have been selected for the project.

The Childcare Expert will design and oversee the implementation of child care facilities for trainees with children under six in selected upazillas. This role includes providing supervisory support to ensure the effective operation of these facilities, training child care assistants, and maintaining high standards of care to ensure the well-being of the children. The position will collaborate with project teams to ensure that all child care services meet the project’s requirements and contribute to creating a supportive environment for trainee parents.

  • Support the project team in setting up child care facilities at selected village-level training centers by coordinating logistics, ensuring facilities are appropriately equipped, and adhering to project guidelines.
  • Develop a comprehensive center model for child care facilities and obtain approval from the Project Director by collaborating with stakeholders and incorporating best practices for child safety and well-being.
  • Ensure that child care facilities are fully equipped with necessary materials and designed to be child-friendly and safe by conducting regular inspections and addressing any deficiencies.
  • Recruit and train caregivers/child care assistants by managing the hiring process, providing orientation and training, and ensuring staff are well-prepared to meet the needs of the children.
  • Supervise the activities of caregivers/child care assistants by monitoring their performance, providing feedback, and ensuring adherence to established child care standards and practices.
  • Support trainees who are mothers of children aged six years or younger by providing guidance on standard child care practices and addressing their specific needs to facilitate their participation in training programs.
  • Ensure the security, monitoring, and cognitive development of children in the child care facilities by implementing safety protocols and developmentally appropriate activities.
  • Conduct monthly parents’ meetings by organizing and facilitating discussions to address concerns, gather feedback, and enhance communication between parents and child care staff.
  • Organise different programs and events to foster the physical, emotional, behavioral, and social skills of children at the centers
  • Insert data regarding VLTCs with child care facilities into the project portal by accurately entering and updating information to maintain comprehensive records.
  • Update the project team regularly on the activities and status of the child care facilities by providing reports and sharing insights to ensure effective management and continuous improvement.
  • Collaborate with sub-consultants to ensure the delivery of high-quality services in child care facilities by coordinating efforts, monitoring performance, and implementing improvements as needed.
  • Implement the safeguarding policy to establish a safeguarding culture across all levels of the programme. Act as a key source of support, guidance, and expertise on safeguarding to establish a safe working environment.
  • Responsible for ensuring team members are appropriately trained supported and have access to resources regarding issues that are identified and actioned in accordance with the safeguarding policy and procedure.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, and encourage others to do so.
