Responsibilities & Context
Young Power in Social Action (YPSA) <www.ypsa.org>, established in 1985 (International Youth Year) is an organization for sustainable development working in Dhaka Division, Sylhet Division, Chattogram Division including Chittagong Hill Tracts, Cox’s Bazar and Bhasan Char. Currently, YPSA is working with a total of 15 million (estimated) disadvantaged and vulnerable people. YPSA has been implementing a project titled, “Multi-sector Recovery and Empowerment Support for crises affected communities in Cox’s Bazar” since 2020. The project is technical supported by International Rescue Committee (IRC) and funded by USAID’s Bureau for Humanitarian Assistance (BHA)
Job Title: Community Mobilizer/Field Facilitator (DRR, GBV, ERD, CP)

Disaster Risk Reduction (DRR):Position Overview: The Community Mobilizer (DRR) will be vital in engaging and mobilizing community members to participate in disaster risk reduction (DRR) activities. This role focuses on building strong relationships, raising awareness, and empowering communities to actively contribute to project success. The Community Mobilizer will also disseminate crucial information about DRR, enhance community knowledge of early warning systems, and connect individuals with essential services.
Key Responsibilities:
- Community Engagement:
- Conduct door-to-door visits, community meetings, and awareness sessions to introduce the project and its benefits.
- Organize and facilitate group sessions to raise awareness on DRR topics as outlined in the work plan.
- Conduct outreach sessions on disaster risks (e.g., floods, cyclones, earthquakes, landslides) and climate change through courtyard sessions.
- Support the organization of meetings, orientations, and training at the community, ward, and union levels.
- Needs Assessment and Feedback:
- Conduct participatory needs assessments to understand community challenges, aspirations, and existing skills.
- Collect data and feedback from community members to ensure their voices are included in project decision-making.
- Document success stories, testimonials, and lessons learned from the community.
- Networking and Collaboration:
- Liaise with local organizations, government agencies, and other stakeholders to enhance the project’s reach and impact.
- Collaborate with standing committee members to share referral pathways and service mapping processes at the union level.
- Represent the project’s DRR objectives in community meetings and forums.
- Reporting and Documentation:
- Prepare and submit regular reports to the supervisor.
- Communicate challenges and opportunities within the community to the project team for effective response.

- Gender Based Violence (GBV):
Position Overview: The main responsibility of the Community Mobilizer is to engage communities, promote GBV programming, and increase access for women and girls in the MPCC or W&GSS. He/She will lead GBV prevention efforts, working closely with community structures to drive positive behavioral change through initiatives like Girl Shine and EMAP plus. This role involves organizing awareness sessions, collecting community feedback, and implementing strategies to foster community acceptance of the MPCC.
- Key Responsibilities:
- Community Engagement and Outreach:
- Identify and build relationships with key community stakeholders, including local leaders, groups, and individuals.
- Conduct door-to-door visits, community meetings, and awareness sessions to introduce the project and its benefits to community members.
- Reinforce adherence to the GBV guiding principles throughout all GBV activities.
- Ensure that engagement with women, girls and the wider community adheres to best-practice principles when working with survivors of GBV.
- Prepare and maintain/update detailed work plan(s) with the structures that support and achieve activities.
- Hold regular debriefing feedback sessions with structures to identify challenges early and find appropriate local solutions to the problems and work to strengthen the working relation among the teams and with staff.
- Develop, reprint and distribute IEC materials on behavioral change and awareness aspects.
- Plan and mobilize communities to participate in community mass awareness events like women’s day, Girl Child day, 16 days of activism, etc.
- Supervision:
- Establish, plan and supervise community-based activities.
- Supervise and provide ongoing support to community volunteers and Girl shine Mentors
- Collaborate with proactive members to build their capacities to plan, organize and deliver outreach activities.
- Train staff in conducting safety audits in collaboration with the WGSS-based team.

- Collaborate with community members to co-design project interventions that are tailored to their needs and preferences.
- Capacity Building:
- Organize and facilitate skill development and training sessions for community members, enabling them to actively participate in project activities.

- Promote behavior change and positive attitudes toward project objectives, encouraging active participation and sustainability.
- Raise awareness about relevant topics such as sustainable practices, gender equality, and social inclusion.

- Facilitate Girl Shine Early Marriage curriculum and EMAP plus sessions with the community.

- Economic Recovery and Development (ERD):
Position purpose: The purpose of the position is to implement Economic and Social Empowerment (EA$SE) program includes clients selection, Village Savings and Loan Association (VSLA) group formation, provide training to the VSLA group members on group operation and management, facilitating vocational and business skill training, providing on-farm and off-farm livelihood training, ensure utilization of business inputs, follow-up support for business growth and building confidence. Further, S/he shall represent project at the Union level, ensuring coordination with community groups, market actors, private sectors, Union Parishad, development agencies, and other relevant stakeholders as required. The Field Facilitators is expected to ensure that all assigned activities are implemented in a sustainable manner contributing to enhancing the resilience capacities of vulnerable communities of project locations. Thee Field Facilitator-Livelihood shall possess technical expertise on Village Savings and Loan Association (VSLA), digitalization of VSLA, entrepreneurship development, apprenticeship, livelihood and market facilitation skills.
- Major Responsibilities:
- Identify the vulnerable beneficiaries, select and enroll in the group.
- Implement Economic and Social Empowerment (EA$E) including the VSLA group formation, provide VSLA management and operation training, motivate the women and youth for savings and investing in business.
- Digitalize VSLAs using the DreamSave apps to reduce time and

- Facilitate business Plan develop and IGA implementation,
- Provide training to the VSLA group members on group operation and session conduct, discuss training modules. problem solving,

- Providing on-farm and off-farm livelihood training, follow-up support for business growth,
- Creating market linkage and coordinating with the market actors, government and private sector actors.
- Facilitate livestock market actors including vaccinators, livestock service providers,and department of livestock services ensuring technical support and services to the livestock rearer.
- Engage digital market platform to increase access to online markets and market actors for women, men and youth,
- Monitor the progress of field level activities, collect data from the field and provides report to the supervisor.
- Any other task assigned by the supervisor and management.
- Child Protection (CP):
- Job Purpose of Structured and Non-structured PSS session Facilitator:
The Structured and Non-structured PSS Session Facilitator will support mobilize the community people and ensure the community engagement and support to project staff for the smooth implementation of the project. The facilitators will be responsible for implementing child protection activities related to Child-Friendly Space in the work area of Host Community. Project Officer will directly supervise their work. This role involves building strong relationships, raising awareness, and facilitating community empowerment through effective communication and collaboration.

- Conduct assessment for beneficiary selection according project guideline, door to door visit and coordinate with other sectors for integration and common beneficiary selection
- To form the different group, establish effective communication with selected beneficiary, and organize regular session.
- Conduct door-to-door visits, community meetings, and awareness sessions to introduce the project and its benefits to community members.
- Explain project objectives, activities, and expected outcomes in an understandable manner
- Organize regular meetings, implement decisions, and assist in their overall activities.
- Assist to form a child protection committee at the local level to provide overall cooperation and to hold regular meetings.
- Coordinating the Adolescent group, Parents group, Adolescent Club, and Child Protection Committee with the Child-Friendly Place, MPCC.
- Organize awareness and training sessions for Adolescent clubs, and child protection committees.
- Referral of children and their family members to various service providers in receiving services and establishing and maintaining good relations with the service providers.
- Mapping and regularly updating the services of the service provider/organization.
- Work closely with para social workers, CBCPC, adolescent club members to identify beneficiary and referral (if required)
- To maintain regular contact and good relations with the representative and other stakeholders to facilitate the implementation of project activities and to create child protection zones at the local level.
- Prepare the work plan/schedule in collaboration with the project officer and coordinate with the Project Officer to implement the activities and take the initiative in implementing the activities as per the plan.
- To take the initiative to accept/resolve various opinions, suggestions, and complaints submitted in the opinion as per the guideline.
- Establish effective communication with the child’s parents and inspect the premises for the child’s participation and protection.
- Documented and update all the register books related to work.
- Assist the project officer and share project officer with the necessary data.
