Requirements

Education

  • Medical Degree (MBBS or equivalent) from a recognized institution.
  • Valid medical license to practice in the country (BMDC Registration).

Additional Requirements

  • At least 7 years of experience working in primary healthcare, preferably in emergency or humanitarian settings.
  • Experience in dealing with waterborne diseases, respiratory infections, and trauma cases is an asset.
  • Ability to work in challenging environments, particularly in disaster-affected areas.
  • Excellent communication and interpersonal skills.
  • Knowledge of the local language and cultural context is an advantage.

Experiences:

Clinical Experience:

  • 5+ years of experience working as a physician, preferably in primary healthcare settings.
  • Proven experience in managing both acute and chronic illnesses, with a focus on conditions common in disaster settings (e.g., respiratory infections, diarrheal diseases, and skin infections).
  • Prior experience in emergency care and stabilization of patients, particularly in responding to trauma, injuries, and other critical medical conditions.

Experience in Disaster or Humanitarian Response:

  • Previous experience in disaster response or humanitarian health projects is highly preferred, especially in post-flood scenarios or similar emergency settings.
  • Experience working in challenging environments such as temporary health facilities, mobile clinics, or field hospitals during emergencies.
  • Familiarity with public health crises related to natural disasters, such as outbreaks of waterborne or vector-borne diseases (e.g., cholera, dengue, malaria).

Knowledge of Infectious Disease Management:

  • Experience in managing communicable diseases common in disaster settings, including infection control measures, treatment protocols, and preventive strategies.
  • Prior work experience in vaccination campaigns and mass health education initiatives is advantageous.

Referral and Triage Experience:

  • Proven experience in identifying and managing cases that require referral to higher-level healthcare facilities, including coordination with local health systems for patient referrals and follow-ups.

Health Education and Community Engagement:

  • Experience in health education and community outreach, including conducting awareness campaigns on hygiene, sanitation, and disease prevention in vulnerable or displaced populations.
  • Demonstrated ability to work effectively with communities in promoting healthy practices, especially under challenging conditions.

Team Collaboration and Multidisciplinary Coordination:

  • Prior experience working within multidisciplinary teams including nurses, paramedics, and public health professionals to ensure integrated healthcare delivery.
  • Experience in collaborating with non-governmental organizations (NGOs), local health authorities, and other humanitarian actors to strengthen health responses in disaster settings.

Experience in High-Stress Environments:

  • Ability to work in high-pressure, fast-paced environments typical of disaster response scenarios.
  • Flexibility in adapting to dynamic work conditions, including irregular work hours, mobile clinic setups, and resource-limited settings.

Medical Documentation and Reporting:

  • Experience in maintaining accurate medical records and preparing regular reports on healthcare service delivery, patient outcomes, and disease trends in emergency settings.

Capacity Building and Training:

  • Experience in training and mentoring local healthcare workers and community health volunteers, particularly in disaster response protocols, infection prevention, and health promotion.

Language and Cultural Competency:

  • Familiarity with the local language and cultural context is highly desirable, especially for effective communication with affected populations.
  • Experience in delivering healthcare services in multicultural settings is an added advantage

Computer Knowledge & Proficiency Requirements:

  • Proficiency in MS Word, MS Excel, PowerPoint, and Google Data Studio is demonstrated for presenting project progress, health outcomes, and key performance indicators (KPIs).
  • Familiarity with digital Monitoring & Evaluation platforms such as Kobo Toolbox has been gained for real-time data collection and analysis.
  • Hands-on experience has been acquired with mobile data collection apps for health surveys and reporting, as well as Electronic Health Record (EHR) systems for managing patient records, tracking health services, and reporting health indicators in real-time.
  • Proficiency in using email platforms (Outlook, Gmail) and collaboration tools (Microsoft Teams, Google Meet, Zoom) has been achieved, along with familiarity with file-sharing platforms (Google Drive, SharePoint, Dropbox) for seamless coordination and document management with remote teams.

Job Purpose of General Physician:

The General Physician will play a vital role in ensuring that communities impacted by floods receive prompt and high-quality healthcare, which is crucial for mitigating and managing the health risks associated with natural disasters. The physician’s duties include diagnosing and treating common acute conditions in disaster settings, such as respiratory infections, diarrheal diseases, and skin infections—often worsened by poor living conditions and inadequate access to clean water. Additionally, the physician will manage chronic conditions like hypertension, diabetes, and asthma, ensuring that those with pre-existing health issues continue to receive necessary care and medications during the crisis.

This role focuses on delivering comprehensive primary healthcare services to flood-affected communities, including the diagnosis and treatment of both acute and chronic illnesses, providing emergency care, making referrals, and conducting health education. The physician will work closely with other medical professionals and project staff to ensure seamless and effective service delivery in the flood response health initiative.

Beyond routine care, the General Physician will also be responsible for emergency medical treatment, addressing injuries and urgent medical issues that frequently occur during floods, such as trauma from accidents, drowning incidents, and evacuation-related injuries. The physician will assess, stabilize, and treat these cases quickly, offering life-saving care or referring patients to higher-level medical facilities as needed.

Key Responsibilities:

Primary Healthcare Delivery:

  • Provide comprehensive primary healthcare services, including the diagnosis and treatment of acute and chronic illnesses prevalent in flood-affected areas.
  • Manage health issues related to communicable diseases, particularly waterborne (e.g., cholera, typhoid) and vector-borne diseases (e.g., malaria, dengue), as well as respiratory infections.
  • Ensure patients with chronic conditions, such as diabetes, hypertension, and asthma, continue to receive appropriate care and medication during the emergency.

Emergency Medical Care:

  • Respond promptly to medical emergencies, such as injuries from accidents, drowning, and trauma sustained during evacuations or flooding.
  • Provide life-saving treatments, stabilizing critical patients, and ensuring effective triage.
  • Arrange for timely referral of patients needing advanced care to higher-level facilities or specialized services.

Clinical Care and Treatment:

  • Provide consultations and treatment for a variety of medical conditions among flood-affected populations.
  • Manage cases of communicable and non-communicable diseases, injuries, and other health issues.
  • Offer emergency medical care, stabilizing patients before referrals, if necessary.
  • Administer vaccinations and treatments for waterborne and vector-borne diseases.
  • Infection Prevention and Control (IPC):
  • Implement and monitor infection prevention and control measures in all healthcare facilities, including proper waste disposal and sanitation, to minimize the risk of disease transmission.
  • Train and supervise healthcare workers and community volunteers on IPC practices

Referral Services:

  • Identify and refer cases requiring specialized medical attention to higher-level health facilities.
  • Coordinate with health facilities to ensure timely and appropriate follow-ups.

Health Education and Promotion:

  • Conduct health education sessions to raise awareness about waterborne diseases, sanitation, hygiene, and preventive care.
  • Collaborate with public health teams to promote good health practices.
  • Medical Records and Reporting:
  • Maintain accurate and up-to-date medical records for all patients treated.
  • Prepare regular health reports for submission to the project management and relevant health authorities.

Coordination and Collaboration:

  • Work closely with, paramedics, pharmacist, camp assistant, and other healthcare professionals to ensure coordinated and integrated healthcare delivery.
  • Collaborate with local health authorities, NGOs, and other humanitarian actors to strengthen healthcare service delivery and ensure alignment with broader flood response strategies.

Capacity Building:

  • Provide training and mentorship to Paramedics, pharmacist, camp assistant and volunteers to strengthen healthcare capacity in the affected areas.
  • Adherence to Health Standards:
  • Ensure that all medical practices follow national and international health standards and guidelines.
  • Implement infection prevention and control (IPC) measures in health facilities, particularly in flood-prone areas.

Compliance and Risk Management:

  • Ensures that the projects are implemented in full compliance with Pulse BD, Govt. and MdM Japan processes, policies, systems, and procedures
  • Identify potential risks and develop strategies to mitigate them, ensuring project sustainability.
  • Maintain the safety and security of staff and beneficiaries in accordance with organizational guidelines.
  • Ensure that sensitivity to protection issues (safeguarding, PSEA and CFRM) and application of the principle of confidentiality is maintained and not compromised at any stage of implementation.
