Requirements

Education

  • Master’s degree in public health, Medicine, Disaster Management, or a related field with 20 years of experience in development works, focusing emergency medical services in country context and abroad.
  • Additional qualifications in Humanitarian Studies, Gender Studies, or Monitoring & Evaluation would be an advantage.
  • Certification in Project Management is preferred.

Additional Requirements

Experience

  • Understanding of humanitarian/ emergency response/development and minimum five (5) years of relevant professional experience, including experience Health, DRR, and protection programming and partnership management.
  • Expertise and experience in delivering and managing complex USAID funded projects.
  • Strong organizational skills, including the need to be agile by responding to requests at short notice, work on multiple projects with competing priorities at the same time with the ability to meet deadlines
  • Demonstrable people and budget management skills.
  • Ability to work cooperatively in a cross-cultural setting.

Language Preference

  • Proficiently in reading, writing and speaking in English, Bengali and local language of Feni district will be preferable

Computer Knowledge & Proficiency Requirements:

  • Proficiency in MS Word, MS Excel, PowerPoint, and Google Data Studio is demonstrated for presenting project progress, health outcomes, and key performance indicators (KPIs).
  • Familiarity with digital Monitoring & Evaluation platforms such as Kobo Toolbox has been gained for real-time data collection and analysis.
  • Hands-on experience has been acquired with mobile data collection apps for health surveys and reporting, as well as Electronic Health Record (EHR) systems for managing patient records, tracking health services, and reporting health indicators in real-time.
  • Proficiency in using email platforms (Outlook, Gmail) and collaboration tools (Microsoft Teams, Google Meet, Zoom) has been achieved, along with familiarity with file-sharing platforms (Google Drive, SharePoint, Dropbox) for seamless coordination and document management with remote teams.

Responsibilities & Context

Reported To: Director-Program Management & Implementation

Contract Type: Contractual (anticipated project)

Duration: One month project

Start Date: 1st October 2024 to 31st October 2024

Job Purpose of Project Lead:

The Project Lead will be responsible for overseeing the effective implementation of the “Medical support for flood survivors in Feni District, Bangladesh”.

This role will manage and coordinate all health-related emergency activities, ensuring timely and efficient delivery of life-saving healthcare services to flood-affected populations. The Project Lead will work closely with local health authorities, district and sub-district public administration, local government authority, and other stakeholders to mitigate the health impacts of flooding and strengthen local health systems’ capacity to respond. The project lead will also be responsible to Immediate medical aid, nutritional food package to pregnant women and flood affected communities, and public health measures are urgently needed to prevent further deterioration of health conditions in the Feni district.

The role will supervise a team of 50 staff and work closely with Pulse BD and MDM Japan to ensure program quality while being accountable for implementation and budget utilization. Close coordination with MEAL, HR, Finance, and Operations teams will be required.

Key Responsibilities:

Project Leadership and Implementation:

  • Lead the planning, execution, monitoring, and evaluation of project activities, ensuring timely delivery within budget and quality standards.
  • Oversee the development and adherence to comprehensive project plans, schedules, and budgets in alignment with Pulse BD’s Project Cycle Management guideline.
  • Ensure that project budgets and detailed implementation plans are in place and provide the necessary guidance and support to the team to achieve timely and quality implementation of activities.
  • Ensure that all program targets are reached following agreed program objectives and specific objectives
  • Ensure disability and gender inclusion in every phase of project management.
  • Project Management & Coordination:
  • Lead the planning, execution, and monitoring of emergency health response activities in flood-affected areas.
  • Ensure alignment with the project’s objectives, work plans, and donor requirements.
  • Supervise and coordinate with field teams, local partners, and government authorities to ensure effective delivery of health services.
  • Ensure project activities are completed within set timelines and budgetary constraints.

Technical Leadership & Support:

  • Provide technical guidance in the implementation of health interventions including medical services, disease surveillance, and public health promotion.
  • Ensure that health services are accessible, gender-sensitive, and inclusive for all community members, particularly vulnerable groups.
  • Ensure adherence to global health standards, protocols, and guidelines in emergency response.
  • Ensure day-to-day communication with Pulse BD SMT and donor’ representatives
  • Coordination and Collaboration:
  • Serve as the primary liaison for all stakeholders, including donors, government bodies, NGOs, and community leaders, ensuring strong partnerships and effective communication.
  • Represent the project at coordination meetings (Health Working Group) to advocate for project objectives and foster collaboration.
  • Represent Project when needed in relevant coordination meetings/workshop/seminars etc.

Team Leadership and Capacity Building:

  • Effectively manage talent and supervise teams, manage team dynamics and staff well-being, provide coaching and strategically tailor individual development plans.
  • Lead, manage and motivate the team, ensuring that they have clear objectives, work-plans and receive meaningful feedback on their performance.
  • Complete performance management for direct reports timely and monitor and assess performance to ensure adequate capacity.
  • Provide recommendations to Director-Program Management & Implementation and HR on issues related to managing staff performance and other related concerns.
  • Address and mitigate staff complain and conflicts in coordination with Director-Program Management & Implementation
  • Provide support to the team members on time to meet project and learning needs
  • Identify training needs and implement capacity-building initiatives for the project team and project stakeholders.

Monitoring & Evaluation:

  • Oversee the monitoring of health service delivery to ensure quality and effectiveness.
  • Develop and manage project reporting, including data collection, analysis, and sharing key findings with stakeholders.
  • Support the development of case studies, lessons learned, and best practices for future emergency responses.
  • Stakeholder Engagement & Management:
  • Liaise with local health authorities, NGOs, donors, and community leaders to ensure coordinated efforts.
  • Represent the organization in coordination meetings with health clusters, government officials, and other humanitarian actors.
  • Build and maintain strong partnerships with donors, local organizations, and community representatives.

Community Engagement and Empowerment:

  • Lead initiatives to engage crisis-affected communities, ensuring their active participation in project design, implementation, and evaluation.
  • Support community-driven initiatives and capacity-building efforts to strengthen resilience and self-reliance.

Compliance and Risk Management:

  • Ensures that the projects are implemented in full compliance with Pulse BD, Govt. and MdM Japan processes, policies, systems, and procedures
  • Identify potential risks and develop strategies to mitigate them, ensuring project sustainability.
  • Maintain the safety and security of staff and beneficiaries in accordance with organizational guidelines.
  • Ensure that sensitivity to protection issues (safeguarding, PSEA and CFRM) and application of the principle of confidentiality is maintained and not compromised at any stage of implementation.

Budget Management:

  • Oversee budgeting, financial reporting, forecasting, and data analysis to support informed decision-making.
  • Collaborate with department heads to develop financial plans and ensure efficient resource allocation.
  • Authorize expenses, monitor program expenditure and budgets, and work with Finance and Supply Chain team to ensure resources are optimally utilized and spending is in line with Pulse BD, MdM Japan and JPF financial procedures and donor requirements.

Resource Mobilization:

  • Identify and pursue funding opportunities, contributing to the development of new project proposals.
  • Establish and maintain relationships with donors and other stakeholders to secure additional resources for project growth and sustainability.
