Required Education and Experience

  • At least 5 years of experience in WASH programs at the community level in rural or urban settings. Experience with coastal-based WASH activities is advantageous. Educational qualification is flexible for highly experienced candidates.
  • Strong understanding of WASH program implementation including health/facilities rehabilitation, documentation, communication, and dissemination.
  • Adequate knowledge in producing design using engineering software e.g., AutoCad and developing Bill of Quantities (BoQs).

Additional Job Requirements

  • Ability to work as part of a team, protect children, and uphold non-discriminatory and gender-sensitive practices.
  • Excellent communication skills in English and Bengali.
  • Proficient in report writing in English.
  • Skilled in computer operation, particularly MS Word, MS Excel, and MS PowerPoint.
  • Problem-solving and decision-making capabilities.
  • Technical and professional expertise in WASH.
  • Ability to work effectively with others and communicate with impact.

Contacts and Key Relationships

  • The WASH Officer will report directly to the Project Coordinator and will work closely with the field teams, organizational project management, and the Concern Worldwide team.
  • Regular interaction with the government health, family planning and health engineering department representatives at division, district, and sub-district level including Community Clinic, and Union Health and Family Welfare Centre (UH&FWC) representatives, and other local stakeholders is expected.

Responsibilities & Context

Position Overview

AVAS is implementing the “Partnerships for Improved Reproductive, Maternal, Neonatal, Child, and Adolescent Health (RMNCAH) in Coastal Bangladesh” project, funded by Margaret A. Cargill Philanthropies (MACP) and supported by Concern Worldwide. This initiative aims to improve RMNCAH services in the coastal regions of Bangladesh, particularly in Galachipa sub-district, Patuakhali district. The project duration is up to December 2026. AVAS is seeking a competent and motivated WASH Officer to support the implementation of the project focusing on WASH and health facilities rehabilitation related interventions in collaboration with the Project Coordinator ensuring that the activities are carried out in alignment with the project’s goals and objectives.

The WASH Officer-MNCH in Coastal Bangladesh project plays a pivotal role in managing and implementing WASH-related activities at the community level. This position focuses on improving community WASH behaviors, ensuring the effective implementation of WASH and health facilities rehabilitation programs, and mobilizing community efforts to develop their WASH facilities.

Key Responsibilities

1.     Program Implementation and Coordination:

  • Initiate, guide, and support the implementation of WASH activities to ensure quality outputs.
  • Mobilize the community for WASH facility rehabilitation to build a healthier society.
  • Act as the primary contact for technical aspects, water quality issues, and project monitoring.
  • Identify and implement context-specific WASH technologies and assess their performance.

2.     Capacity Building:

  • Develop operational and technical guidelines and modules for WASH interventions.
  • Build the capacity of partners’ engineers and other relevant personnel on operation and maintenance.
  • 3.     Stakeholder Engagement:
  • Develop and maintain effective relationships with community leaders and other stakeholders.
  • Support coordination with other teams to provide necessary support to partner and community organizations.

4.     Monitoring and Supervision:

  • Ensure adherence to health and safety policies during construction activities.
  • Document and disseminate learning from various WASH initiatives.
  • Support the team in planning, reviewing program/project plans, and budget management.

5.     Advocacy and Liaison:

  • Advocate for the implementation of effective WASH practices and technologies.
  • Coordinate with donors and partner organizations on project needs and progress.

6.     Report and Documentation:

  • Prepare and share field visit and follow-up reports with relevant partners and supervisors.
  • Contribute to the preparation of periodic project reports and documents for internal requirements and stakeholders.

7.     Additional Responsibilities:

  • Support and coordinate with other teams to analyze study reports and provide necessary support to partners and community organizations.
  • Any other tasks assigned by management.
