Responsibilities & Context

A. Planning and Implementation:

  • Assist in reviewing and developing the Monitoring, Evaluation, and Learning (MEL) plan for the project titled Access to Justice for Women, supported by GIZ, in alignment with Bandhu’s MEAL plan.
  • Contribute to the development of appropriate monitoring systems, including a Results Framework with indicators, and create project monitoring tools and user guidelines in both English and Bangla for community paralegals.
  • Support the program team in developing the project work plan using the GIZ-prescribed format. 

B. Identify, Analyze, and Design:

  • Assist in updating recording, reporting, supervision, and monitoring tools, forms, and formats in coordination with the Manager-MEL and the M&E team of GIZ.
  • Identify gaps in program implementation through progress analysis and provide technical assistance to improve processes, with necessary modifications in plans and designs for project staff.
  • Facilitate the development of on-site data verification and quality assessment methods for field-level program implementation, specifically through the use of Community Paralegals. 

C. Staff Development and Capacity Building:

  • Orient field-level Community Paralegals on program goals and equip them with the necessary knowledge and skills to implement the project in accordance with monitoring protocols.
  • Conduct periodic/need based training to improve the M&E skills including data collection tools and reporting format among the key project and field staff.
  • Provide support in monitoring the quality-of-service delivery and ensure steps are taken to enhance services.
  • Conduct regular field visits and provide technical guidance to Community Paralegals to enhance their capacity for better project implementation.
  • Provide feedback and present quarterly reports to management, reflecting qualitative and quantitative achievements as per the work plan.
  • Offer support to improve and enhance current monitoring systems, ensuring the attendance of Community Paralegals through GPRS tracking. 

D. Monitoring and Evaluation:

  • Evaluate both the qualitative and quantitative progress of project activities in alignment with the organization’s mission/goals and the specific project objectives.
  • Collaborate with District Project Officer to develop and implement effective monitoring systems for Community Paralegals.
  • Provide technical support to Community Paralegals at Bandhu, focusing on the quality delivery of project activities.
  • Develop a field monitoring checklist and conduct regular visits to selected wards of the city corporation to ensure quality program implementation.
  • Assist District Project Officer in developing ToRs and RFPs for external consultants conducting studies, evaluations, or assessments, and support consultants in executing qualitative research, assessments, or evaluations.
  • Conduct Data Quality Assessments (DQAs) using prescribed checklists and provide feedback to the GIZ project program team.
  • Ensure the proper functioning of project M&E plans, track activities, and monitor progress at implementation sites.
  • Contribute to learning and documentation within the project, focusing on creating evidence for future programming.
  • Understand the access to justice system and support data input in the GIZ-prescribed database.
  • Provide guidance on documenting best practices and success stories among project staff. 

E. Reporting:

  • Review periodic progress reports submitted by Community Paralegals and provide necessary feedback to finalize the reports.
  • Compile all Community Paralegal data into a unified file and produce periodic progress reports, offering analysis through graphs, tables, diagrams, and interpretations, as required.
  • Assist the District Project Officer and Director Operations in producing project reports, ensuring data is compiled and analyzed in line with reporting requirements.
  • Document best practices, success stories, and lessons learned as evidence for future project design and implementation.
  • Perform any other duties as assigned by the supervisor or management.
