Skills and Experience
• Minimum of 2 years’ experience in the design and implementation of MEAL in projects implemented by National / International NGOs, UN bodies and/or Government
• Experience using quantitative and qualitative data analysis methods, mixed methods, and M&E practices to answer program evaluation and other applicable questions.
• Excellent oral and written communication skills (in constructive negotiations) in all areas (internal and external), active listening skills – English and Bangla
• Good analytical skills
• Good experience in designing tools for data collection, analysis, and production of reports
• Excellent skills of IT tools : Excel, Word, PowerPoint, Outlook, etc and good knowledge of KoBo SPSS, Stata, QGIS, toolbox, etc. and good experience in using databases

Responsibilities & Context
• Support in developing and implementing a robust MEAL system for all projects and proposals that ensure tracking of project/ programme results at different levels (outputs, outcomes, and impact).
• Collaborate with MEAL and program colleagues to ensure timely execution of MEAL activities, project performance review, assessment, evaluation, and data collection system.
• Implement the designed tools and SOP’s aimed at monitoring program activities implementation against work-plan and Logical Framework, ensuring that programmes have specific, measurable, achievable, realistic and time bound indicators.
• Monitor the programme activities and indicators on a regular basis and ensure all data are valid and easily traceable for tracking and monitoring of reports.
• Assist MEAL manager to oversee the recruitment of Data staffs and field enumerators.
• Support data team to maintain an effective information database, assisting in developing data entry, storage, and analysis templates.
• Identify areas of development and support needed for data team and project partners.
• Organize MEAL training and capacity building workshop and meeting as required.
• Undertake field-monitoring visits to assess and report progress of the project implementation using standard monitoring and evaluation tools and methodologies.
• Monitor main project activities and ensure verification process.
• Support project staff in conducting field assessments and surveys.
• Lead the cross-checking of means of verification to ensure evidence-based programming.
• Assist in implementation of surveys, assessments, and evaluations with support from Programme and MEAL colleagues for projects to meet Tdh standards.
• Organize lesson learned workshop to capture lessons learned upon collaboration with programme and MEAL colleagues and develop learning outputs.
• Support project team in extraction of relevant information from partners’ proposals and reports to feed into output trackers, situation reports, donor reports and proposals.
• In coordination with the MEAL team, check partners’ reporting and triangulate project documentation to monitor project progress and take steps as deemed necessary in consultation with the relevant project team.
• Keep track of all deliverables due from partners and make sure that they are documented in time to keep in line with the project implementation plan.
• Streamline the quality data flow from the fields to enhance the efficiency in generating reports.
• Develop and implement Data Quality Assurance (DQA) processes to ensure data accuracy, completeness, and consistency.
• Perform other duties as assigned.
Reporting/Communication
• Provide alert to the respective programme managers and Field Coordinator on corrective actions required to avoid delays in implementation, including flagging operational issues and risks requiring timely actions
• Document key learning of the project and inform programme decisions harnessing lesson learnt
• Ensure to consolidate MEAL follow-up reports and communicate them to the relevant project team members.
• Ensure that all relevant MEAL tools are updated and well informed with the relevant team as well as utilization of these tools.
• Draft reports, analyze findings and provide recommendations as required for project planning, performance management and reporting
• Contribute to the reporting requirements (internal and external) as per the MEAL plan and exceptional requirements.
Team management
• Define the needs of MEAL team of the field base and recruit according to the resources allocated in collaboration with the Field Coordinator
• Support and train the team under her/his supervision
• Oversee data collection and support in the recruitment and training of field enumerators
• Propose regularly capacity building sessions and trainings to the MEAL team of the field base
• Coordinate, plan and supervise the work of the MEAL team of the field base
• Appraise the team under her/his direct supervision
