  • Must have knowledge and skills of project implementation specially on General Food Assistant (GFA) operation at Camp setup will be more emphasis and priority first.
  • Familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, HAP, Core Humanitarian standards.
  • Oral and written communication skills in English and Bengali.
  • Ability to work in a team & motivate the team members
  • Work under pressure and can take additional responsibilities.
  • Intermediate level of computer literacy using of Microsoft Office Microsoft Word, Excel, MS Power Point & other database program.
  • Proven skill in quantitative and qualitative report writing
  • Experience in Managing Voucher based Commodity Distribution and Management in Relief / Refugee / Emergency context is an added advantage.
  • Candidates should also have at least 2-3 years’ previous experience in a related field.
  • Demonstrated commitment to World Vision values and philosophy, and capacity to engage with the broader community in living these values. 100% field based work / field visit

Responsibilities & Context

  • The purpose of the position is to ensuring the GFA program is conducted according to set standards and also attending to the different stakeholders meeting. Emphasis will be on quality and accountability of GFA programming, within the framework of integrated food / cash resources into World Vision Refugee Crisis Response.
  • Act as a Supervisor of the outlet and build relationship with other staff and volunteers.
  • Motivate to staff and volunteers to their daily activities and act as a mentor of them.
  • Develop detail implementation plan (DIP) at outlet level and lead GFA operation.
  • Coordinate with all staff, volunteers and retailers and monitor commodities dispatching from E-Voucher outlets.
  • Ensure that all commodities entrusted to World Vision arriving at E-Voucher Outlets are properly accounted for.·
  • Ensure that Mobilization and sensitization plan are submitted timely.
  • Review the master beneficiary list with WFP Provided Active and reload list beneficiary list·
  • Make sure that beneficiaries are well sensitize on various issues and food entitlement. through Community Mobilizers, community leaders, volunteers, RFSC and Majhees.·
  • Keep close collaboration and frequently communication with WFP representative to operate the transaction·
  • Keep close collaboration with CiC, SM and WFP regarding Rapid Response and act promptly·
  • Ensure timely emergency distribution of Fortified biscuits and hot meals to the beneficiaries at the emergency shelter
  • Engagement of RFSC, Block volunteers, Porters as per guideline of the agreement·
  • Ensure that beneficiaries are well aware their food entitlement and other food assistance support from e-shop.·
  • Monitor that eligible beneficiary, EVI, Elderly HH received food timely and as per guideline.·
  • Supervise that transaction are carried out according to the ration scales approved.·
  • Supervise the daily work in progress and prepare daily transaction reports.·
  • Keep close collaboration with CiC, SM, Sector, other NGOs, Retailers and WFP.·
  • Actively participate at Camp Coordination Meeting as a WV-B representative.·
  • Lead the Food Security & Livelihood Sector Meeting and submit the minutes to CiC, SMS and Program management·
  • Organize Pre & post distribution daily document it in the register·
  • Organize monthly, fortnightly meeting with staff and prepare meeting minutes and send it to Program Manager
  • Organize monthly meeting with retailers and discuss regarding availability of food commodities according to the monthly mobilization stock, staff and volunteer’s behavior to the beneficiaries.·
  • Supervise and assist to organize the capacity building training of volunteers, RFSC, porters and any other training that need.·
  • Willing and ready to work in any natural disaster or emergency situation anywhere in Bangladesh·
  • Prepare daily, monthly and quarterly report with accuracy.
  • Tracking & Record keeping of all the WVB and WFP assets (including mPos, mobile tablet devices, scope cards, office furniture, office supplies ETS equipment etc.)·
  • Keep close collaboration and frequent communication with Program management and WVB. Perform any other duty assigned by Program Manager.
