Responsibilities & Context

Community Development Centre (CODEC) is going to implement the Bangladesh Flood Response 2024 Project, funded by Oxfam Bangladesh; which will assist affected populations in 3 unions Underchar Union, Kaladaraf Union and Aojbalia Union of Noakhali Sadar Upazila under Noakhali districts.

The goal of the project is “Inclusive multi sectoral humanitarian assistance to the most vulnerable flood-affected people to reduce suffering and save lives” through 3 expected outcomes-

Enhanced food security and restored livelihoods for households affected by the Eastern floods in Bangladesh.

Increased access to sustainable improved WASH services for households affected by the floods.

Flood-affected individuals have increased access to protection services; and gender inequities that contribute to GBV are addressed and local humanitarian leadership is strengthened.

The project targets a total of 1,500 HHs (6,450 people) ensuring Emergency Food Security and Livelihoods, WASH, Gender and Protection .Duration – 11 months.

Responsibilities:

The Project Officer (WASH) will play a crucial role in the implementation of Water, Sanitation, and Hygiene (WASH) interventions in the three unions of Noakhali Sadar Upazila-Underchar Union, Kaladaraf Union and Aojbalia Union.

Responsible for conducting assessment to water, sanitation and hygiene infrastructure in affected areas

S/he will be responsible for leading field-level activities, including the disinfection of water points, rehabilitation of sanitation facilities, distribution of hygiene supplies, and promotion of key hygiene practices.

S/he will be responsible for assessing, supervising, and executing the rehabilitation of water points, sanitation facilities, and other critical WASH infrastructure under the project.

Close collaboration with the Department of Public Health Engineering (DPHE) and other local authorities is essential to ensure successful project outcomes. S/he will also monitor progress and ensure that activities are documented and reported on time.

Lead and manage the implementation of WASH-related interventions in target areas, ensuring alignment with project objectives.

Supervise the disinfection of water points and rehabilitation of shared water points.

Oversee the restoration, operation, and maintenance of water points in households and shelters, ensuring the disinfection process is effective.

Manage the cleaning and rehabilitation of sanitation facilities in poor households, shelters, and evacuation points.

Ensure the provision of women and disability-friendly latrines for ultra-poor households.

Lead the distribution of Water Purification Tablets (WPTs), jerrycans, and household-level hand washing facilities.

Ensure the identifying the affected HHs for ensuring the construction of bathing cubicles for women

Ensure construction of tube well for safe water access.

Ensure courtyard session to be conducted to discuss WASH, sanitation and hygiene in the post-flood context.

Work closely with the Department of Public Health Engineering (DPHE), local authorities, and other stakeholders to ensure the successful implementation of WASH interventions.

Attend coordination meetings, ensuring clear communication and collaboration between all relevant parties.

Monitor WASH outcomes and activities in target areas to ensure they meet project standards and timelines.

Collect and analyze data from the field to assess progress and identify areas for improvement.

Prepare and submit progress reports, including technical documentation, to the WASH Coordinator and other relevant stakeholders.

Organize and oversee the distribution of Standard Hygiene Packages, including menstrual hygiene management supplies, to adolescent girls and women in affected areas. 

Ensure all supplies are distributed equitably and that recipients are trained in their proper use.

S/he should abide by the Inter-Agency Standing Committee (IASC)’s six core principles on Protection from Sexual Exploitation and Abuse (PSEA) policy. Ensure the safety of team members (in respect to Prevention of sexual exploitation and abuse – PSEA) from any harm, abuse, neglect, harassment and exploitation to achieve the program’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
