Responsibilities & Context

Community Development Centre (CODEC) is going to implement the Bangladesh Flood Response 2024 Project, funded by Oxfam Bangladesh; which will assist affected populations in 3 unions Underchar Union, Kaladaraf Union and Aojbalia Union of Noakhali Sadar Upazila under Noakhali districts.

The goal of the project is “Inclusive multi sectoral humanitarian assistance to the most vulnerable flood-affected people to reduce suffering and save lives” through 3 expected outcomes-

Enhanced food security and restored livelihoods for households affected by the Eastern floods in Bangladesh.

Increased access to sustainable improved WASH services for households affected by the floods.

Flood-affected individuals have increased access to protection services; and gender inequities that contribute to GBV are addressed; and local humanitarian leadership is strengthened.

The project targets a total of 1,500 HHs (6,450 people) ensuring Emergency Food Security and Livelihoods, WASH, Gender and Protection .

Duration – 11 months.

Responsibilties:

The Project Officer-MEAL will be responsible for developing, implementing, and managing the Monitoring, Evaluation, Accountability, and Learning (MEAL) framework for the project.

This role involves designing and conducting assessments, monitoring project activities, analyzing data, facilitating learning, and ensuring accountability mechanisms are effective and responsive.

S/he will ensure that project activities align with the objectives and indicators outlined in the Implementation Strategy & Technical Guidance.

Key Responsibilities:

Develop and Implement MEAL Framework:

Create a comprehensive MEAL framework for the project, including methodologies and tools for monitoring, evaluation, accountability, and learning.

Ensure the MEAL framework aligns with the project’s objectives and donor requirements.

Assessments and Data Collection:

Design and conduct baseline, midline, and endline assessments to measure project impact and outcomes across Emeregncy Food Security and Livelihoods,WASH, Gender and Protection,

Development components.

Develop tools and methods for data collection and analysis, ensuring high-quality and reliable data.

Monitoring and Reporting:

Monitor the implementation of project activities, ensuring they are in alignment with the project’s objectives, indicators, and Implementation

Strategy & Technical Guidance.

Collect, analyze, and report data on project performance, including both quantitative and qualitative findings.

Prepare and submit regular MEAL reports to the Project Coordinator, donors, and other stakeholders.

Facilitate Learning and Knowledge Sharing:

Facilitate learning and knowledge sharing among project staff, stakeholders, and beneficiaries.

Identify and document best practices, lessons learned, and areas for improvement.

Ensure Accountability Mechanisms:

Develop and implement accountability mechanisms, including feedback and grievance redressal systems, ensuring they are accessible and effective.

Monitor and respond to feedback and complaints from beneficiaries and stakeholders.

Capacity Building:

Provide training and support to project staff and partners on MEAL-related topics, including data collection, analysis, and reporting.

PSEA Policy-S/he should abide by the Inter-Agency Standing Committee (IASC)’s six core principles on Protection from Sexual Exploitation and Abuse (PSEA) policy.

Ensure the safety of team members (in respect to Prevention of sexual exploitation and abuse – PSEA) from any harm, abuse, neglect, harassment and exploitation to achieve the program’s goals on safeguarding implementation.

Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

Contingent Task Assignments:

The Project Head may assign additional tasks based on the demands of the emergency situation and program requirements.

Other Responsibilities:

Strong analytical and data management skills.

Experience with MEAL frameworks, tools, and methodologies.Proficiency in data analysis software (e.g., SPSS, STATA) and MS Office Suite.

Excellent report-writing and communication skills.

Ability to work independently and in a team, with strong attention to detail.

Experience in project management documentation.

Strong problem-solving and decision-making abilities.

Strong command of English, both written and spoken, is essential.Personal Attributes:
